People of Dinh Tang commune look up village information using QR code at the cultural house.
Village 9, Minh Tan Commune (Vinh Loc) has been recognized as a smart village since 2023. One of the most noticeable changes when achieving a smart village is that the landscape and environment are kept clean and beautiful, and security and order are increasingly ensured. Security camera systems are arranged on main roads, cultural houses and residential areas. The smart broadcasting system is convenient for announcing important information to people. Not only that, the application of information technology has helped increase the number of households installing internet. People are gradually accessing the use of online public services; using non-cash payment services; registering for online medical examination... Currently, the village has 98% of people of working age using smartphones; 95% of people have electronic payment accounts. 100% of business households in the village have applied electronic payments, convenient in transactions.
Mr. Trinh Van Thao (61 years old) said: "Due to my old age, I was confused when I first started, but after a few months I learned how to use cashless payments and access the internet to search for information. In particular, all information and regulations of the village are made public and regularly updated on the zalo group and QR code right at the village cultural house, which is very convenient for the people."
Secretary of the Party cell of Village 9, Pham Ngoc Linh, said: “Digital transformation has gradually narrowed the gap between rural and urban areas. The telecommunications network is covered and ready to provide services to households. The village cultural house has installed free wifi, creating conditions for people to access multi-dimensional information, read books, electronic newspapers and attend village meetings. The security camera system is integrated with the phones of the village chief, the village party cell secretary and the computer system at the cultural house, helping village cadres detect violations of security, order and environment to promptly remind them.”
In Dinh Tang commune (Yen Dinh), in order to carry out the task of digital transformation, the commune has promoted propaganda to raise awareness and skills for cadres, civil servants and people on the application of information technology in all fields; 100% of cadres and civil servants of the commune have processed work records in the online environment. People are instructed on how to install applications and access documents, regulations and administrative procedures in the online environment and on smart devices. In particular, the flexible use of digital platforms has helped many movements and activities in the locality to be effective.
Hoach Thon Village Chief Trinh Ngoc Chau said: “Previously, the village's documents and work were announced through the radio system or directly to households. Since applying information technology, the village has established a zalo group and fanpage with the participation of households, all the village's work is announced and updated promptly on the group. The zalo group and fanpage have become a useful channel, contributing to the propaganda and dissemination of the Party and State's policies and laws to the people; a place to provide and exchange local information; a place to deploy, mobilize, collect opinions and recommendations from local people... Thanks to that, all the village's work is implemented promptly, receiving the consensus of the majority of people. The village also deployed QR codes attached to the village's cultural house to update documents, regulations, information of households and directions to each alley and each household. Thanks to digital transformation, up to now, 86.7% of households in the village have internet access; 98.8% People of working age have smartphones. The village has a number of models applying information technology and digital transformation in production, business, security and order"...
Cultural and social officer of Dinh Tang commune Trinh Thi Sen said: "The commune has completed the criteria for industrialization and modernization, thereby creating motivation for people to compete in production, build a rich and civilized homeland, and actively contribute to the completion of the goal of building advanced new rural areas and model new rural areas".
The application of information technology and the implementation of digital transformation have contributed to improving the efficiency of administrative apparatus operations, bringing convenience to people, and moving towards building a civilized and sustainable countryside. This is a model suitable for the 4.0 era that many localities are interested in implementing.
