Opening his speech, Deputy Prime Minister Nguyen Chi Dung recalled President Ho Chi Minh’s thoughts at a meeting with intellectuals 62 years ago: “ Science must originate from production practices and serve the people.” This is the guiding principle for the development of science and technology, closely linked to the goal of building socialism and improving people’s lives.
“We have the right to be proud of the path of scientific and technological development, from initiatives serving the battlefield to projects of national stature. That is a testament to the spirit of constant creativity of Vietnamese intellectuals,” the Deputy Prime Minister emphasized.
In the context of the world changing strongly with new technologies such as AI, IoT, green technology, etc., Vietnam is facing both challenges and great opportunities for rapid - sustainable - inclusive development. Therefore, according to the Deputy Prime Minister, scientific development is the foundation for building a prosperous country, protecting the environment, and improving the quality of life of the people.
To realize the aspiration of 2045 - turning Vietnam into a high-income developed country, the Deputy Prime Minister emphasized the need to perfect institutions to create a legal corridor, untie the fields of science, technology and innovation.
Building a national innovation ecosystem, with a real public-private partnership model, focusing on people and businesses. Promoting basic research, mastering strategic technologies such as AI, semiconductors, biotechnology, in which the State plays a leading role.
Developing high-quality human resources, empowering scientists, and stimulating creativity in all fields. Promoting scientific diplomacy, actively participating in global knowledge networks, bringing Vietnamese science to the world and vice versa.
In addition, it is necessary to improve measurement and quality standards, enhance the position of Vietnamese goods, and ensure the quality of life for the people.
The Deputy Prime Minister also emphasized the need to arouse passion for science, honor intellectuals, and spread successful models to the younger generation to create a strong, constantly innovative successor force.
"I believe that we will succeed in our strategic goal of innovation, bringing the country into a new era - an era of growth," the Deputy Prime Minister expressed his confidence and expectations for the future of Vietnam's science and technology.
Previously, sharing practical experience from the enterprise, Ms. Nguyen Thi Mai Huong - Operations Director of Hachi Vietnam Technology Joint Stock Company - an agricultural technology startup affirmed that Vietnamese intelligence, innovation and green technology have become the driving force for Vietnamese agriculture to enter the 4.0 era. Each farmer is not only a producer, but also a technology master, a green warrior in the battle for climate and sustainable development.
Ms. Huong called on policy makers, financial institutions, investment funds and the community to spread innovative agricultural models, especially inclusive models, so that every farmer, whether women, young people or ethnic minorities, has the opportunity to access agriculture 4.0 in their own way.
Associate Professor, Dr. Pham Thi Thanh Nga - Institute of Meteorology, Hydrology and Climate Change emphasized that science and technology have been playing an important role in improving the ability to grasp, forecast, and respond to internal and external challenges.
Assessing the deep concern and political determination of the Party and State for the survival of Vietnamese science, the female doctor said that Resolution 57 is an important milestone, opening up many opportunities and strategic directions for scientists to contribute to the driving force of the country's construction and development.
"Resolution 57 affirms the key role of scientists in the development of science, technology and innovation, creating a strong driving force for the journey of knowledge discovery. As Minister Nguyen Manh Hung stated, research is the process of discovering the secrets of nature, while technology development is the creative space of humans," said Associate Professor, Dr. Pham Thi Thanh Nga.
