On December 15th, Deputy Prime Minister Tran Hong Ha chaired a meeting to hear reports on the preparations for the inauguration and groundbreaking ceremonies of large-scale projects on December 19th, in anticipation of the 14th National Congress of the Communist Party of Vietnam.
The Deputy Prime Minister requested a thorough review of the list of projects, ensuring a reasonable ratio between projects commencing and those being inaugurated, including projects by private enterprises. Ministries, sectors, and localities must take responsibility for ensuring that the projects meet all the necessary conditions and avoid problems arising after the ceremony.

According to a report by the Ministry of Construction , as of December 14th, 237 projects in 34 provinces and cities had met the conditions for commencement or inauguration, including 151 projects that had commenced construction and 86 projects that had been inaugurated and opened for technical traffic. The total investment was over 3.4 million billion VND, of which state capital accounted for over 627 trillion VND.
The Ministry of Construction proposed organizing 79 connection points, including 1 central connection point, 11 in-person connection points, and 67 online connection points. Regarding awards, the Ministry of Interior has instructed units to propose 59 cases, with 28 collectives and 31 individuals recommended for the Labor Medal and 48 Certificates of Merit from the Prime Minister.
At the meeting, representatives from Hanoi , Ho Chi Minh City, Dong Nai, and the Vietnam Airports Corporation reported on the progress of preparations at the projects, focusing on criteria for commencement, inauguration, and technical safety plans.
The Deputy Prime Minister requested Vietnam Television to finalize the overall script, minimizing revisions to avoid complications. The artistic content at the broadcast locations must be appropriate, creating a cohesive atmosphere while preserving cultural identity. Viettel and VNPT will coordinate to ensure technical infrastructure and uninterrupted transmission.

The Deputy Prime Minister approved the plan for 79 connection points, including 5 points with live interaction and 7 points with live video connection. He also requested Hanoi to report by December 15th on its ability to meet the criteria for the proposed central connection point.
Regarding emulation and commendation, the Deputy Prime Minister requested the Ministry of Construction to review and send urgent guidelines to ministries, sectors, and localities. Ministries, sectors, and localities should base their selection and nomination of outstanding collectives and individuals on the proposed list of projects, including management agencies, state-owned enterprises, private enterprises, and directly involved workers, ensuring that the nominations are appropriate, targeted, and that all procedures are followed as prescribed. Each proposed project should be associated with representative organizations and individuals for timely recognition and commendation.
