Construction of nearly 20,000 billion VND expressway through Thai Binh and Nam Dinh begins

On the morning of May 12, the People's Committee of Thai Binh province held a groundbreaking ceremony for the Ninh Binh - Hai Phong expressway project through Nam Dinh and Thai Binh provinces (CT.08) under the public-private partnership (PPP) model.

The investment project to build the Ninh Binh - Hai Phong expressway through Nam Dinh and Thai Binh provinces was approved by the Prime Minister in Decision No. 1680/QD-TTg dated December 25, 2023, with a length of about 60.9km (Nam Dinh province is 27.6km long; Thai Binh province is 33.3km long); Thai Binh Provincial People's Committee is the competent authority to implement the project, Nam Dinh Provincial People's Committee coordinates.

On April 29, 2025, the People's Committee of Thai Binh province issued Decision No. 766/QD-UBND approving the results of selecting investors to implement the investment project to build the Ninh Binh - Hai Phong expressway, the section through Nam Dinh and Thai Binh provinces under the PPP method, BOT contract type. Accordingly, the winning investor of this project is the consortium of enterprises: GELEXIMCO Group - Vietnam Construction and Import-Export Joint Stock Corporation - Phuong Thanh Transport Investment and Construction Joint Stock Company - Nam Son Trading and Construction Joint Stock Company - Hoang Cau Infrastructure Investment and Construction Joint Stock Company, with a total investment of 19,784.54 billion VND. The investment project to build the Ninh Binh - Hai Phong expressway, the section through Nam Dinh and Thai Binh provinces has its starting point (Km19+300) at the head of the Day River overpass in Nam Dinh, in Nghia Thai commune, Nghia Hung district; End point (Km80+200) at the intersection between the new National Highway 37 and the coastal road, in Thuy Trinh commune, Thai Thuy district, Thai Binh province; built according to expressway standards (TCVN 5729:2012), 4 complete lanes with a roadbed width of 24.5m, design speed of 120 km/h.

The Ninh Binh - Hai Phong Expressway Construction Investment Project, through Nam Dinh and Thai Binh provinces under the public-private partnership model, is a key Transport project. After being invested, the project will gradually complete the expressways in the Road Network Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021; connecting expressways from Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh provinces to Hai Phong city and Quang Ninh province; creating a driving force for the development of provinces and cities in the Red River Delta and North Central regions; the project also helps connect with Cat Bi and Van Don international airports, seaports and Mong Cai international border gates, enhancing traffic connectivity in the region and between localities in the Northern Coast; serve as a basis for attracting investors in many fields, especially urban, industrial, commercial and service development; respond promptly to natural disasters and climate change in the region; strengthen national defense and security; contribute to promoting economic development, increasing trade, tourism and attracting investment in the region, opening up many job opportunities and improving people's lives.

Speaking at the groundbreaking ceremony, on behalf of the Government, Prime Minister Pham Minh Chinh praised and appreciated the provinces of Thai Binh and Nam Dinh, the investors, consultants, workers and laborers for their determination, great efforts and drastic actions to ensure the project started on schedule. The Prime Minister affirmed that the groundbreaking of the CT.08 expressway, the section through Nam Dinh and Thai Binh provinces, is of utmost importance: Implementing the Party's guidelines and policies on infrastructure development (one of the three strategic breakthroughs), overcoming traffic bottlenecks; affirming the determination of "what is said is done, what is committed must be done, what is done, what is done has specific results...", contributing to creating an attractive investment and business environment for domestic and foreign investors; creating a breakthrough in provincial and regional linkages, creating new momentum and development space for the province and the Northern Coastal Region; Successfully implement the public-private partnership model in infrastructure development investment; reduce pressure on the State budget, utilize and mobilize private resources and management capacity...

Related provinces and units do a good job of compensation, support, and site clearance on the principle of "harmonious benefits, shared risks", enhancing the responsibility of leaders; Assign work in the spirit of "6 clear: clear person, clear work, clear responsibility, clear authority, clear time, clear product"; promptly and effectively resolve difficulties and problems, especially large, complicated issues, "bottlenecks", "bottlenecks". Ensure the supply of construction materials (review and determine sufficient material supply, coordinate with investors and project contractors to complete procedures on common construction material mines according to the specific mechanism of the National Assembly and the Government, meeting sufficient reserves and capacity according to the construction progress of the project).
