Commencement of construction of the expressway under the Ring Road 4 project - Capital Region

On the morning of September 6, the Hanoi People's Committee held the groundbreaking ceremony of Component Project 3: Investment in construction of the expressway under the PPP form, under the Ring Road 4 - Capital Region project.

Component 3 is a national key project, playing a strategic role in infrastructure development, enhancing regional connectivity, connecting Hanoi with neighboring provinces and synchronizing the radial expressway system. When completed, the route will become the "new traffic artery" of the Capital Region, contributing to promoting socio -economic development, attracting investment, forming satellite cities and growth poles.

The central expressway section is expected to be 113.52 km long, with a cross-section of 17 m; the large bridge over the river is 24.5 m wide, meeting modern technical standards. Phase 1 is designed for 4 lanes. The entire route has 13 elevated sections with a length of 80.985 km, accounting for more than 71% of the length. The project will build 3 bridges over the Hong Ha, Me So, and Hoai Thuong rivers; 8 interchanges and 1 completed interchange.

According to Decision 6479/QD-UBND dated December 20, 2023, the total investment exceeds VND 56,293 billion, of which the State budget capital is 47.5%, the remaining 52.5% is implemented by the investor under the PPP mechanism. The contract construction period is 30 months.

Speaking at the ceremony, Vice Chairman of the National Assembly Vu Hong Thanh said the goal is to complete the project within 30 months to connect satellite cities, boosting Hanoi's economic growth to 8% by 2025 and double digits in the following years. He asked ministries, branches and localities to focus on implementation, ensuring progress, quality and safety.

According to Chairman of Hanoi People's Committee Tran Sy Thanh, the investment in the road is urgent, aiming to expand development space, separate traffic from afar, reduce the load on Ring Road 3, limit congestion and pollution. He asked contractors to focus resources and equipment, urgently construct, first prioritizing large bridges and intersections, ensuring completion on schedule, quality, technique and aesthetics.
