This is the project chosen to start construction to welcome the 15th Congress of Dien Bien Provincial Party Committee, term 2025 - 2030 and welcome the 14th National Congress of the Party.
Speaking at the groundbreaking ceremony, Chairman of Dien Bien Provincial People's Committee Le Thanh Do emphasized that this will be a new modern and synchronous urban area, meeting the people's needs for residential land, housing and social services; a new driving force for development of trade, services and tourism ; a vivid demonstration of the province's efforts to attract investment and innovate development thinking.
"The project investor needs to be resolute in operating and managing quality and progress. The provincial departments and branches, Dien Bien Phu ward continue to closely coordinate, promptly remove difficulties, create favorable conditions for the investor in the process of implementing the project in accordance with legal regulations; the people in the area support the province's policy, join hands with the government and businesses in infrastructure construction, ensure security, order and environment in the area, thereby contributing to the successful implementation of the project, bringing practical benefits to the community and a new look for the central urban area of Dien Bien province", the Chairman of the Provincial People's Committee requested.
The project has an area of nearly 7.6 hectares, in a prime location, next to Dien Bien Phu airport and near famous historical sites such as: De Castries Tunnel, Muong Thanh Bridge, A1 Hill, Dien Bien Phu Victory Monument, Dien Bien Phu Victory Museum, Thanh Binh Bridge, Nam Rom River, Central Market... The new urban area project, Muong Thanh airport walking street is oriented to be built as the first digital urban area of Dien Bien province, harmoniously combined with green space.
Of which, the area for adjacent residential land is more than 2 hectares (home buyers are attached to the right to use the land stably and long-term according to the provisions of law). The new urban area includes 189 adjacent houses with each house having a floor area of 102 m2 or more; the house construction rate is 80%, including 4 floors and 1 attic, with a waiting area for elevator installation... The remaining 5.6 hectares are public land, green land, parking lot land, internal traffic land, international kindergarten... The total investment of the project is nearly 700 billion VND.
The project's objective is to strengthen the socio -economic infrastructure, create conditions for effective exploitation of all resources, serve the growth and economic restructuring of the region and the entire Dien Bien Phu city (old) in general; meet the accommodation needs of tourists as well as local residents; expand urban residential land fund to solve housing problems, create a modern landscape architecture, contribute to perfecting the province's planning, create a premise to promote socio-economic development for the entire region; ensure that planning work must be one step ahead for investors to research and learn with the highest economic efficiency, create resources for investment in construction, upgrading and renovating Dien Bien Airport...
Representing the investor, Mr. Nguyen Van Duc, Director of Duc Hai Dien Bien Company Limited, affirmed that the project has an important meaning in contributing to urban beautification, improving the quality of life of the people and promoting local socio-economic development. The unit is committed to focusing on human resources, machinery, technology and experience to ensure progress, quality, labor safety and environmental sanitation.
"With the attention and close direction of the authorities at all levels, the close coordination of the functional agencies, the project will become a new highlight of the Northwest region in general and Dien Bien in particular, bringing confidence and satisfaction to the people; at the same time, affirming that it will strive to complete the project ahead of schedule. It is expected that the company will open for sale at the end of 2025 and hand over the apartments in the fourth quarter of 2026", Mr. Nguyen Van Duc believes.
Previously, on August 13, Chairman of Dien Bien Provincial People's Committee Le Thanh Do signed Decision No. 1826/QD-UBND on Recognizing the winning bid results of the land use rights auction to select investors to implement the New Urban Area Project, pedestrian street near Muong Thanh airport in Dien Bien Phu ward, Dien Bien province. Accordingly, the winning bidder is Duc Hai Dien Bien Company Limited, with Mr. Nguyen Van Duc as Director with the winning bid price of more than 153 billion VND.
