Launching project to send workers abroad

To create a breakthrough in job creation, improve labor quality and contribute to sustainable socio-economic development, on October 14, 2025, the People's Committee of Son La province issued Project No. 2553 on sending Son La province's workers to work abroad under contracts for the period 2025-2030.

Sending provincial workers to work abroad has always received the attention of the leadership and direction of the Provincial Party Committee, the People's Council, and the Provincial People's Committee; the participation and close coordination in the implementation process of all levels, sectors, and localities in the province. The information and propaganda of the Party's policies and the State's laws on sending workers to work abroad under contracts have been promoted. In addition, sectors and localities have introduced and created favorable conditions for reputable enterprises licensed by the Ministry of Home Affairs to consult and recruit workers in the province... Thereby, helping workers promptly access the latest recruitment information of enterprises sending workers to work abroad.

During the 2020-2024 period, the province sent 1,356 workers abroad. The main markets receiving workers include Japan, Taiwan and South Korea. The income of workers working abroad ranges from 25-35 million VND/person/month, changing the lives of many families and actively contributing to poverty reduction.

People are recruited by businesses to consult on labor export.

Currently, the labor force aged 15 and over is about 805,000 people, accounting for 57.5% of the total population. However, the rate of trained workers is 63% and the rate of those with degrees and certificates is still low, at 28%. Every year, tens of thousands of young people enter the working age, creating great pressure on employment, while local opportunities are limited. Therefore, building a systematic project to promote labor export is determined to be extremely necessary and urgent.

The Resolution of the 16th Congress of the Son La Provincial Party Committee for the 2025-2030 term also sets specific goals: Improving the quality of vocational training associated with the labor market; striving to send 5,000 workers to work abroad under contracts; 100% of communes and wards have workers working abroad...

Based on the reality and requirements of the development process, the province is interested in implementing the Project to send workers of Son La province to work abroad under contracts for the period 2025-2030. The Project sets out general goals: Making labor export a strategic direction in job creation, increasing income and improving people's lives, especially in disadvantaged areas and ethnic minority areas. With specific targets: 700 people in 2026; 900 people in 2027; 1,100 people in 2028 and 2029 each year; 1,200 people in 2030. Strive for 100% of communes and wards in the province to have workers working abroad. Ensure that 100% of workers receive foreign language training, orientation education and full legal advice before leaving the country. At least 70% of workers after returning home have stable jobs or create their own jobs.

Distribute leaflets to youth union members to learn about the foreign labor market.

To achieve the goal, the Project also sets out 9 groups of tasks and key solutions, requiring the participation of the entire political system. Strengthen the leadership of Party committees and authorities at all levels, assign specific annual targets to localities and consider this an important task in the socio-economic development plan. Promote information and propaganda, innovate propaganda forms, build columns in both the common language and the Thai and Mong ethnic languages ​​to inform the people.

With careful preparation and a comprehensive system of solutions, the Project is expected to contribute to changing the socio-economic face of Son La, realizing the goal of sustainable poverty reduction.
