The Communist Magazine organized the publication and launch ceremony of a special thematic issue with the theme "Unblocking institutional bottlenecks to enable the country to thrive."

In order to contribute to clarifying theoretical and practical issues related to institutional bottlenecks, one of the major obstacles to national development, the Communist Magazine is organizing the publication and launch ceremony of a special thematic issue with the theme "Unblocking Institutional Bottlenecks to Elevate the Nation".

For many years, institutional reform has been one of the key tasks of the Party and the State, aimed at creating conditions for economic development, improving the quality of state management, and enhancing people's lives. However, according to General Secretary To Lam, institutions are the "bottleneck of bottlenecks," and must be quickly removed to avoid hindering the country's development in the new era.

Speaking at the 8th Session of the 15th National Assembly on October 21, 2024, General Secretary and President To Lam affirmed: “Long-standing shortcomings and limitations need to be urgently addressed to prevent them from hindering development, causing waste, and missing opportunities for national development in the new era.” Continuing this viewpoint, during the discussion on the draft Law on Government Organization (amended) and the Law on Local Government Organization (amended) on February 13, 2025, General Secretary To Lam emphasized: “There is no other way. To unleash the development capacity of the entire society, the apparatus must serve society and motivate the people. Anything that hinders our development, anything that is a bottleneck, must be resolved. The whole society is transforming; everyone must think about how to implement it.”

Following the directives of the General Secretary, the Communist Magazine organized scientific seminars and thematic discussions with the participation of many experts, scientists, and managers to better identify current institutional bottlenecks and propose effective solutions. The results of these seminars formed the basis for the creation of a special thematic publication entitled "Unblocking Institutional Bottlenecks to Elevate the Nation in the New Era."

The launch ceremony for the special thematic publication organized by the Communist Magazine took place at 8:30 AM on Tuesday, February 25th, with the aim of announcing and introducing the publication's content to agencies, organizations, academics, and interested readers; assessing the current institutional situation and identifying bottlenecks hindering the country's development; proposing solutions for institutional reform in a flexible, synchronized, and effective manner; and creating a forum for discussion among leaders, experts, and businesses to find a suitable direction in the current context.

The special publication "Unblocking Institutional Bottlenecks to Elevate the Nation" is an in-depth research work on the institutional barriers hindering Vietnam's socio-economic development, as well as global experiences. The publication not only analyzes the theoretical aspects but also offers practical reform proposals to promote growth and innovate the national development model in the new era, specifically: Identifying and classifying institutional bottlenecks; The impact of institutional reform on socio-economic development; Solutions to overcome institutional bottlenecks; and Learning from international experiences in institutional reform.

The publication "Unblocking Institutional Bottlenecks to Elevate the Nation" not only has research value but also high practical significance. It will be a useful document, assisting policymakers in proposing appropriate reform measures to improve the national institutional system; helping businesses and investors understand trends in institutional reform and future economic development; and providing a foundation for further research on institutions, policies, and public administration.
