As traffic congestion is gradually being resolved, taking advantage of existing advantages to develop logistics needs to be promoted to develop the Mekong Delta economy to its full potential.

VIMC Hau Giang Port fully meets the conditions to receive large tonnage ships.

Many advantages

Hau Giang is considered to have many advantages for developing the logistics industry. The province is a bridge between the Hau River system and the Cai Lon River. It is a place where many national waterway and road traffic routes pass through, especially adjacent to Can Tho city, the largest economic and scientific dynamic center in the region. Hau Giang has access to the national level 1 seaport system, as well as the international airport in Can Tho. These are good conditions for serving logistics effectively.

The abundance of goods sources is also a bright spot in the province. With its agricultural strengths, Hau Giang is capable of supplying rice, fruits, and seafood to domestic and foreign enterprises. In particular, in the current trend, the agricultural sector does not only stop at raw production but also invests in developing services and supply chains, specialized logistics services for agricultural products. This is a unique service that not many localities have.

The province also has strengths in regional connectivity, especially close connectivity with Can Tho city and the provinces of Soc Trang, Vinh Long, Kien Giang, Bac Lieu and is where most of the region's important agricultural product chains pass through the province and the province has a port classified as class 2, together with Can Tho, forming a national class 1 seaport system.

In fact, taking advantage of local strengths to develop logistics has been taken into account. The province currently has 6 logistics centers, with a total area of ​​over 125 hectares and a total investment of 6,760 billion VND. Of these, 3 logistics centers have been put into operation, with an area of ​​over 112 hectares and a total investment of about 5,830 billion VND. There are 3 centers under implementation with an area of ​​12.3 hectares and a total investment of 930 billion VND.

Hau Giang Maritime Services Company Limited (VIMC Hau Giang) has berth No. 1 capable of receiving 10,000 DWT fully loaded and 20,000 DWT partially loaded ships, berth No. 2 for ships up to 5,000 DWT with 1 Macgregor pedestal crane with a lifting capacity of 45 tons and 1 pedestal crane with a lifting capacity of 12.5 tons. Mr. Vo Thanh Phong, General Director of VIMC Hau Giang, said that investing in and developing transport infrastructure will create a new picture for Hau Giang in particular and the Mekong Delta region in general, because transport goes first to pave the way.

“The development of new industrial parks and industrial clusters in Chau Thanh district is a great opportunity for the development of the locality in general and businesses, including our unit in particular. Convenient transportation and highways passing through Hau Giang promote industrial development, reducing logistics costs. In particular, Chau Thanh formed Song Hau 2 and Dong Phu 2 Industrial Parks, contributing to the development of the country in general,” Mr. Vo Thanh Phong added.

Seize the golden opportunity

Mr. Dao Trong Khoa, Permanent Vice President of the Vietnam Logistics Service Enterprises Association, said: Hau Giang needs to focus on investing in logistics and technology, including transport connections, logistics centers, seaports and promoting the capacity to apply information technology, apply modern technology in logistics operations such as: Green seaports, digital transformation, software applications in operations and management. In addition, the implementation and enforcement of policies to develop logistics based on two very important documents, Decision 200 and Decision 221 of the Prime Minister on enhancing competitiveness and developing the Vietnamese logistics industry as well as the planning of the Mekong Delta region, period 2021-2030, vision to 2050 to develop Hau Giang logistics, supporting Can Tho city in becoming the logistics role of the region.

“We must focus on developing and improving the province’s logistics capacity. In our research, the Mekong Delta region has only 1,436 logistics enterprises, of which Hau Giang has 60 logistics enterprises. This number is quite modest. In the future, with the province’s potential, the number of logistics enterprises interested in this region will increase and we will easily increase this number exponentially. We also need to pay attention to developing value chains and regional linkages to attract goods. In addition, we focus on developing human resources in logistics to serve logistics enterprises operating locally,” Mr. Dao Trong Khoa shared.

Sharing about the exploitation and development of logistics in the Mekong Delta, Mr. Nguyen Van Hieu, Secretary of the Can Tho City Party Committee, said: “We are focusing on developing Cai Cui port and Thot Not port, the two eastern and western ports of Can Tho city. While waiting for the dredging of Dinh An channel, we are focusing on developing these two ports to become ports that can transfer goods by barge, but with large capacity, it can also handle the volume of goods, reduce the overall logistics costs of the region, as well as connect goods with neighboring localities. Recently, we have also supplemented the planning and received support from the Ministry of Transport, adding a port in O Mon. This is also a strategic port, which can later import liquefied petroleum gas (LNG) sources, serving the LNG sector in the area”.

Associate Professor Dr. Ho Thi Thu Hoa, Director of the Vietnam Logistics Research and Development Institute, said: “Each enterprise has its own strengths and needs to be connected. Each enterprise participates in a part of the integrated logistics service chain as long as the shipper can use an integrated service chain. A logistics chain that is fragmented into many pieces will certainly affect costs and time.”

According to Associate Professor Dr. Ho Thi Thu Hoa, localities in the region need to have policies to develop a logistics service ecosystem. In which, state management agencies play the role of conductors and logistics enterprises play the role of members of the orchestra. An orchestra with a common voice will create a driving force to encourage shippers to use more outsourced logistics services. Thereby, creating specialization in logistics, helping to optimize costs. Associate Professor Dr. Ho Thi Thu Hoa believes that efforts to overcome current difficulties and challenges in logistics infrastructure development will help localities in this region have a stepping stone and motivation to have a push to integrate the value chain of the Mekong Delta into regional and global chains.
