Prosecution of the case of counterfeiting seals at Can Tho Dermatology Hospital

On the afternoon of October 16, at a press conference of the Can Tho City People's Committee, responding to the press, a representative of the Can Tho City Police said that they had initiated a criminal case of "forging seals and documents of agencies and organizations" that occurred at the Can Tho Dermatology Hospital.

After the decision to prosecute, the Investigation Police Agency of Can Tho City Police is investigating and clarifying the details of the case according to regulations.

Previously, on May 21, Can Tho City Police received a crime report from the Department of Health about a case with signs of crime occurring at Can Tho Dermatology Hospital. Specifically, through the inspection of the Department of Health, it was found that 12 cosmetic product declaration forms of the pharmaceutical company supplying cosmetics to Can Tho Dermatology Hospital had signs of forged signatures and seals.

Including the seal of the Drug Administration Department ( Ministry of Health ), suspected of being fake because at this time the Drug Administration Department has changed its seal, however the seal on these declaration forms is the old seal. The case is related to HeCa Trading Company Limited (address in Ho Chi Minh City).

Regarding the incident, in March 2025, the Can Tho City Department of Health issued a conclusion on the content of the accusation against the director of Can Tho Dermatology Hospital. Accordingly, the hospital director was accused of many contents; through verification by the Inspectorate of the Can Tho City Department of Health (old), it was determined that 5 accusations were correct, 2 accusations were partially correct and there was an incorrect accusation.

From the verification results of the denunciation, the Can Tho City Department of Health has reviewed and organized a review of the responsibilities of individuals, groups and the board of directors of Can Tho Dermatology Hospital according to their authority, and at the same time overcome the shortcomings and limitations.

In addition, regarding this case, the Can Tho City Department of Health has also transferred files and documents to the Investigation Police Agency to clarify the act of forging the signature and seal of the state management agency in the cosmetic product declaration receipt of HeCa Trading Company Limited.

According to the verification results of the Can Tho City Department of Health, at the City Dermatology Hospital, there are 12 imported cosmetic products supplied by HeCa Trading Company Limited, which have not been granted a cosmetic product declaration receipt number by the Drug Administration Department (Ministry of Health). The Can Tho City Department of Health Inspectorate requested to seal these cosmetics pending the conclusion of the Police Investigation Agency.
