At the interactive program "Upgrade - Upgrade" held at the hall of the People's Committee of Thu Duc Ward (HCMC) on November 28, Mr. Phan Tran Hoang Lam, Deputy Head of the Legal Estimation Team of Base Tax 2 - said that the goal by 2026 is for 100% of business households to implement the electronic self-declaration and self-payment mechanism. The regulation will officially apply from January 1, 2026.
Accordingly, all tax procedures for business households will be carried out via the eTax Mobile application. Households will be trained and supported in the conversion process, and will register and use electronic invoices if required.
Mr. Lam emphasized that this is not just a change in technique or declaration form, but a fundamental transformation in business management thinking.
Instead of "paying taxes just to get it over with", business households need to gradually approach transparent, clear, and proactive management methods through self-declaration and self-payment mechanisms.

"The transition from lump-sum tax to declaration is a major policy of the state, aiming to monitor and manage business activities with actual data through accounting records, invoices and bank accounts. This is the foundation to ensure tax fairness, tax obligations are linked to actual production and business results, and at the same time, in line with the trend of digital economy and integration," said Mr. Lam.
According to the representative of the Legal Budgeting Team of Basic Tax 2, this is also an opportunity for business people to review their own financial activities.
By recording all revenue, issuing invoices correctly and making periodic declarations, businesses not only fulfill their tax obligations but also build a financial picture for their store.
Businesses should proactively learn early to avoid "waiting until the last minute to jump"
For the transition to go smoothly, Mr. Lam believes that business households need to proactively prepare early. First of all, they need to learn about the new regulations, implementation roadmap and tax declaration obligations to avoid being passive. At the same time, business households need to get acquainted with sales software that integrates accounting books, invoices, revenue and expense reports.

"The grouping of business households is not intended to make things difficult for people, but to help each household determine its correct position in the system, thereby promptly preparing for taxes, invoices and accounting. When financial data is standardized, business households not only avoid legal risks but also have a foundation to expand their scale, access capital and participate more deeply in the digital commerce ecosystem," Mr. Lam informed.
The interactive program "Upgrade - Upgrade" has the participation of experts in tax, technology, finance to train hundreds of business households, small traders, individual businesses... The program is organized by Tuoi Tre newspaper in coordination with the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), the Tax Department ( Ministry of Finance ), the Department of Industry and Trade of Ho Chi Minh City and the People's Committee of Thu Duc Ward.
At the program, the tax authority recommended that business households regularly update information and raise awareness of digital transformation, thereby improving business efficiency and competitiveness in the context of an increasingly digital economy.
In addition, we will continue to accompany, guide and resolve problems so that the conversion process of business households takes place smoothly, practically and effectively.
Many experts believe that digital transformation cannot be successful if it only stops at providing tools. What is more important is to guide, explain and accompany, so that business people understand what they are doing, why they are doing it and how to do it correctly.
