In late October, the atmosphere at the 2026 military service screening points in Phu Tho province was bustling and urgent. In communes and wards, military , medical, and police forces, along with departments, branches, and organizations, coordinated to organize screening for tens of thousands of young men of military service age.

In Viet Tri ward, the organization work is carried out systematically and closely. From the reception, checking records to measuring height, weight, checking eyesight, blood pressure, heart rate... all are carried out according to a unified "one-way" process, ensuring strictness, publicity, transparency and compliance with military medical standards. The examination area is arranged according to each clear professional table, with specific instructions; the police force, militia, and youth union are on duty to regulate and guide young people to enter the examination in order, avoiding jostling and errors in records.

Comrade Bui Huy Hoang, Commander of the Viet Tri Ward Military Command, said: “After receiving the plan to select and call citizens to join the army in 2026 from the Provincial Military Command, we proactively advised the Party Committee and the Ward People's Committee to issue a resolution to lead the military recruitment task and establish the Ward Military Service Council. On that basis, the Ward Military Command reviewed the source of young people of military age and issued a preliminary examination order for more than 600 eligible citizens. During the organization process, the Ward Military Command closely coordinated with the medical station, the police and organizations, ensuring the process of "3 meetings, 4 public", creating trust and consensus among the people".

According to Colonel Bui Van Mai, Deputy Commander and Chief of Staff of Phu Tho Provincial Military Command, implementing the direction of Military Region 2 and the Provincial People's Committee, the Provincial Military Command has disseminated and thoroughly grasped the regulations of the superiors on the task of selecting and calling citizens to join the army in 2026 to relevant agencies and units. In the context of organizing a two-level local government model, the management and coordination between sectors and localities have many new points. Therefore, the Provincial Military Command proactively guides and trains professional skills, helping the Military Commands of communes and wards to grasp the process, while promoting the role of the standing agency of the Military Service Council at all levels, promptly advising on handling arising issues at the grassroots level.

In reality, the implementation of military recruitment in the context of the two-level local government model, although advantageous in management, also revealed many difficulties in the early stages of transition. Some communes and wards after the merger lacked specialized military officers; the workload increased while human resources were limited, making implementation still confusing. In addition, decentralization and authorization in some places were not unified, leading to overlap in stages such as: Managing the list of young people of military service age, political verification, considering exemption or postponement of military service, establishing health records... Some localities still lacked facilities for preliminary examination; the rearrangement of administrative boundaries required population data and youth resources to be reviewed and updated from the beginning, creating pressure on the grassroots military agencies.

Faced with that situation, the Phu Tho Provincial Military Command has proactively increased the number of officers from the defense area command committees to the grassroots level, directly coordinated, provided professional guidance, and helped the Commune and Ward Military Commands review records, compare political standards, health, and educational qualifications of young people. At the same time, the Provincial Military Command coordinated with relevant departments and branches to issue unified guidance documents on the process, forms, time, and content of each step in military recruitment, ensuring strictness and no overlap between levels. Propaganda and education work has been promoted by localities through various forms such as radio, oral propaganda, social networks, billboards, slogans, etc., contributing to raising awareness and sense of responsibility of young people. Many examples of voluntary enlistment applications have appeared, demonstrating the spirit of enthusiasm and enthusiasm of Phu Tho youth for the cause of building and defending the Fatherland.

Lieutenant Colonel Dang Huu Tuan, Political Commissar of the Phu Tho Provincial Military Command, affirmed: “We identify the selection of citizens for military service as an important political task, associated with building the potential of the defense area and consolidating the national defense. The Provincial Military Command will continue to closely follow the direction of Military Region 2, closely coordinate with local Party committees and authorities, strive to "recruit enough, deliver well, high quality", contributing to the excellent completion of the task of selecting and calling citizens to join the army in 2026".

Colonel Bui Van Mai further emphasized: “Although still in the early stages, the military recruitment work under the two-level local government model in Phu Tho has been proactively, methodically, and properly implemented, demonstrating the efforts and determination of the entire political system. The Provincial Military Command will continue to promote its core role in the selection of citizens for military service, striving to successfully complete the military recruitment target for 2026, continuing to be a bright spot in the military recruitment work of Military Region 2”.
