The Central Organizing Committee has issued Instruction No. 36, which defines the standards for deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term.

Do not introduce or include in the candidate list people who show signs of political opportunism.
Regarding general standards, candidates for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term must ensure the standards prescribed in the Law on Organization of the National Assembly and the Law on Organization of Local Government.
Candidates for the National Assembly and People's Councils at all levels who are working at Party, State, Vietnam Fatherland Front agencies, socio-political organizations, public service units, and state-owned enterprises must ensure the general standards prescribed by the Party and State laws and meet six other standards and conditions.
Among them, they must be exemplary cadres, civil servants, public employees, and workers; have prestige and capacity in implementing, propagating, and effectively mobilizing the masses to well implement the Party's policies and the State's laws.
Have a strong political ideology and mettle; have moral qualities and an exemplary, pure lifestyle; have the capacity to concretize and effectively organize the implementation of the Party's guidelines and policies, the State's policies and laws; have professional qualifications, political theory, and state management to meet the requirements and assigned tasks...
Instruction No. 36 notes that people who show signs of political opportunism and ambition for power; who have local, conservative, or stagnant thinking; who are being investigated, inspected, audited, or examined when there are signs of violations; and heads of agencies, organizations, and units that allow corruption, waste, negativity, and disunity to occur are not recommended or included in the candidate list.
Cadres who have committed violations or been disciplined during the 2021-2026 term; cadres whose relatives have violated the law shall comply with Conclusion No. 165-KL/TW of the Politburo on the orientation of implementing personnel work for cadres who have committed violations, shortcomings or been disciplined; cadres whose relatives have violated the law.
"Resolutely do not let unqualified people, people who seek positions or power to run for the National Assembly and People's Councils at all levels, pass through," the guidelines state.

Full-time delegates must have a university degree or higher.
According to the guidelines, candidates for full-time National Assembly deputies, in addition to the general standards, must also meet the following standards and conditions: have a university degree or higher; have the ability to analyze, plan policies and organize work, have appropriate expertise and practical experience.
At the same time, we must have a firm political stance and viewpoint, and a high sense of responsibility in the activities of the National Assembly...
Candidates for full-time National Assembly deputies at the Central level must meet one of the following conditions: have experienced and successfully completed their duties in positions of department head and equivalent, department director and equivalent or higher, and have been planned to be full-time National Assembly deputies; if not yet planned to be full-time National Assembly deputies, they must be planned to hold positions of deputy minister and equivalent or higher.
If belonging to a people's armed forces unit, one must have experienced and successfully completed the tasks of a department head or equivalent position, commander of a provincial military command, director of a provincial public security department or equivalent or higher, or have the rank of colonel or higher.
Candidates for full-time National Assembly deputies working in localities must hold the position of department director or equivalent or higher, be a member of the provincial Party Executive Committee, and have a plan for one of the following positions: member of the Standing Committee of the Provincial Party Committee, City Party Committee, Deputy Head of the National Assembly Delegation, Vice Chairman of the People's Council, Vice Chairman of the People's Committee of the province or city, or equivalent or higher; and be able to contribute to the activities of the National Assembly.
Similarly, candidates for full-time People's Council deputies at the provincial and communal levels, in addition to the general standards prescribed, must also have a university degree or higher and corresponding standards.
