On the morning of June 2, continuing the 5th session, with 446/465 delegates participating in the vote in favor (accounting for 90.28%), the National Assembly passed the Resolution on the Law and Ordinance Development Program in 2024, adjusting the Law and Ordinance Development Program in 2023.

Before the delegates pressed the button to report, explain, receive and revise the draft Resolution, Chairman of the Law Committee Hoang Thanh Tung said that during the discussion process, there were suggestions for additions, expressing in the Resolution the viewpoint of considering and handling the responsibility of the collectives and individuals who initiated policies and proposed the development of laws but had loopholes leading to violations, corruption, negativity, hindering the development of the country.

Mr. Hoang Thanh Tung said that the National Assembly Standing Committee found that the opinions of the National Assembly deputies were valid and consistent with the direction of the Central Steering Committee on preventing and combating corruption and negativity, so it would like to accept and supplement this request in the draft Resolution.

In addition, implementing Resolution No. 27 of the Central Committee, the Party Delegation of the National Assembly is directing the development of a Project on Regulations on controlling power, preventing and combating corruption, negativity, group interests, and localism in law-making work to submit to the Politburo .

Regarding implementation, there are suggestions to study regulations that the Drafting Committee must include experts, scientists , and representatives of groups of subjects regulated by the document to avoid group and local interests in law making; add regulations on collecting public opinions and widely collecting opinions of subjects affected by the document.

The Standing Committee of the National Assembly found that the current Law on Promulgation of Legal Documents has specific provisions on the establishment of the Drafting Committee, the organization of collecting opinions on draft laws, the process of appraisal, examination, discussion, and consideration of passing laws and ordinances, etc.

The Law clearly stipulates that in addition to the head of the drafting agency or organization, the drafting committee also includes representatives of relevant agencies and organizations, experts, scientists, and there is no limit to the number of members of the drafting committee;

During the drafting process, the drafting agency is responsible for organizing the collection of opinions from relevant agencies, organizations and individuals, especially those directly affected by the document, publicly posting the project and draft on the electronic information portal, organizing seminars and conferences to collect public opinions and synthesize, absorb and explain the comments.

In response to the opinions of National Assembly deputies, the National Assembly Standing Committee requested the Government to direct the agencies assigned to draft laws, ordinances, and draft resolutions to uphold discipline and order, fully comply with the requirements in Conclusion No. 19 of the Politburo, seriously and substantially comply with the provisions of the Law on Promulgation of Legal Documents, continue to innovate methods, improve implementation methods to improve the quality of projects;

Ensure that there are no loopholes that could lead to corruption, negativity, or the insertion of "group interests" or "local interests" in the proposal, development, and promulgation of policies and laws.

At the 8th Session (October 2024), the National Assembly will pass 9 laws and give opinions on 2 draft laws (Law on Gender Transition; Law on Employment (amended).

The National Assembly Standing Committee, the Government, agencies, organizations and individuals participating in the law-making process must uphold responsibility, strengthen discipline and order; ensure strict implementation of the Law and Ordinance Making Program; do not propose to add projects to the Program close to the National Assembly session, except in cases of real necessity and urgency, requiring timely implementation of the Party's guidelines and policies, conclusions and directions of the Politburo and the Secretariat; thoroughly overcome the situation of sending project dossiers and drafts not on time as prescribed .
