Satisfaction index of people and businesses with the service of state administrative agencies in the province in 2024 (SIPAS Index). Through the assessment, the SIPAS Index in 2024 has clearly improved in the percentage of people being assessed, their perception of the service perspective of state administrative agencies. The results show that state administrative agencies in the province are constantly striving to improve service quality, and resolve administrative procedures to ensure convenience for people and businesses.
2024 is the 7th consecutive year that Quang Ninh has implemented measuring the satisfaction of people, organizations and businesses with the services of state administrative agencies. Like 2023, in 2024, according to the innovation requirements of the administrative reform process and the general development trend of the world, the province continues to adjust and change the content of measuring satisfaction comprehensively, continuously and directly to all areas of people's lives. Accordingly, the content of measuring satisfaction, in addition to the factors of the public service provision process, also includes the assessment of the development and implementation of major policies and guidelines of the province that are directly related to people's lives.
According to the Department of Home Affairs, implementing the new set of indicators in 2024, the Provincial People's Committee has implemented satisfaction measurement for 41 agencies, units, and localities, with the number of implementations from 5,130 people and organizations living and operating in the province and having resolved administrative procedures in the period from July 1, 2023 to June 30, 2024. The results of synthesizing comments and assessments of people and representatives of organizations are evaluated objectively and representatively for units and localities.
Although in 2024, the implementation of measuring the satisfaction of people, organizations and businesses with the services of state administrative agencies in the context of people and businesses suffering many negative impacts after storm No. 3, the economy and people's lives were greatly affected. However, through the survey and measurement results, it shows that the average satisfaction rate of people, organizations and businesses is 95.97%. This is the highest assessment rate over 7 years of implementing the SIPAS Index in the province. In particular, the central agencies located in the province have the highest satisfaction rate of 96.99%; followed by districts, towns and cities in the province with 96.10% and provincial departments, branches and sectors with a rate of 94.98%.
The synthesis results also show that, among 41 agencies, units, and localities measuring the SIPAS Index in 2024, the unit with the highest satisfaction rate on administrative procedures is the Provincial Police, with a satisfaction rate of 100%; followed by the Department of Education and Training, with a satisfaction rate of 99.61%; the unit with the lowest satisfaction rate is the Department of Construction, with a rate of 90.42%.
In terms of the central agencies, the Provincial Police Department has the highest satisfaction rate, reaching 100%; the State Bank of the province ranks second, with a rate of 99.52%; the Provincial Border Guard Command ranks third, with a rate of 98.29%... The Customs Department has the lowest rate in the group, with a rate of 95%. In terms of departments, branches and sectors, the Department of Education and Training has the highest satisfaction rate, with 99.61%; the Department of Finance ranks second, with a rate of 98.57%; the Department of Justice ranks third, with a rate of 98.37%... The Department of Construction has the lowest satisfaction rate in the group, with 90.42%. In terms of the local agencies, Hai Ha district has the highest satisfaction rate, with a rate of 97.33%; the district ranked second, with a rate of 97.33%; Cam Pha City ranked 3rd, with a rate of 97.30%... Mong Cai City had the lowest rate in the block with 94.72%.
The highlight of SIPAS in 2024 is the satisfaction index of people and businesses with civil servants guiding the preparation of documents, receiving documents and handling administrative procedures. In 7 criteria In the evaluation, all 7 criteria had a satisfaction evaluation result of over 96%, which is a fairly high evaluation result. Of which, 96.44% were satisfied with civil servants having a polite communication attitude during the process of receiving information; 96.27% were satisfied with civil servants answering and fully explaining the opinions of people and business representatives; 96.27% were satisfied with civil servants giving enthusiastic and thoughtful instructions on filling out documents; 96.09% were satisfied with civil servants giving easy-to-understand instructions on filling out documents; 96.63% were satisfied with civil servants complying with regulations in handling work; 96.40% were satisfied with civil servants having an approachable and enthusiastic attitude during the process of receiving information from people and business representatives.
Director of Department of Home Affairs Bui Thi Binh said: From the results achieved in implementing the SIPAS Index over the years, in 2025, before the revolution in streamlining the organization and apparatus of the Central Government, The Department of Home Affairs will Review and advise the Provincial People's Committee to revise the index sets to ensure they are suitable for the new situation after the 2-level local government model is established. The revision of the index sets is based on the principle of implementing administrative reforms based on the interests of the people and businesses and taking the satisfaction of the people and businesses as a measure to evaluate the service quality of administrative agencies from the province to the grassroots level.
