The planning area has a scale of about 5,067 hectares, including the entire administrative boundary of Phuoc Thuan commune (Xuyen Moc district). The East borders Phuoc Buu town and Binh Chau - Phuoc Buu Nature Reserve. The West borders Loc An commune and Lang Dai commune (Dat Do district). The South borders the East Sea. The North borders Phuoc Buu town and Phuoc Tan commune.

The new urban planning of Ho Tram is oriented to include 6 main functional zones.

One is the Ho Tram urban center with an area of ​​about 325 hectares, a population of about 24,300 people, divided into 2 urban areas: New development area (about 144 hectares, 14,500 people); Mixed development area (181 hectares, 9,800 people).

The second is the tourism development area, with an area of ​​about 824 hectares and a population of about 3,000 people. This will be a center for tourism services, entertainment, and development of various types of high-quality tourism such as: Sea resort tourism; conference and seminar tourism; tourism to visit historical sites (Ho Chi Minh Trail at Sea - No-number Wharf); tourism associated with health care, sports, and entertainment services.

Forecast demand for hotel rooms by 2030 is about 4,600 - 5,200 rooms; by 2045 is about 10,500 - 15,000 rooms.

In the near future, in addition to continuing to maintain existing resorts, high-end resorts will be formed in the tourism development area, prioritizing the organization of commercial service functions, amusement parks, and open spaces for tourism. The management agency will control the distance between resorts to create common spaces and coastal access for the community, reserving beach space for public use.

The remaining 4 areas include: Urbanized village area - about 459ha, 8,200 people; Protective forest area - 918.98ha; Special-use forest area (Binh Chau - Phuoc Buu Nature Reserve) - 1,570.52ha; Agricultural production area - 970.2a.

The objective of the planning is to: Concretize the strategic orientations of the Ba Ria - Vung Tau Provincial Planning for the period 2021 - 2030, with a vision to 2050, and the Provincial Urban Development Program for the period 2015 - 2025 to build and develop the urban area in a synchronous and sustainable direction, becoming an administrative center, an important area in the economic development corridor of services, trade, high-quality tourism adapting to climate change; create a suitable living environment, in harmony between production, service, tourism functions, natural landscapes; protect the environment, ensure national defense and security.

The planning is also the basis for building and developing Ho Tram urban area to meet the criteria of a type V urban area in the period 2025 - 2030.
