
With the goal of making agriculture an economic sector that contributes greatly to the overall development of the province, in 2025, the Department of Agriculture and Environment has set a growth target of 5.18%, 0.68% higher than the provincial target. This is a large and important goal, requiring efforts not only from the agricultural and environmental sectors but also from all levels of government and related sectors.

Active investors, timely province
In June 2024, Gia Hung High-Tech Livestock Investment Company Limited (referred to as Gia Hung Company) headquartered in Hanoi was signed by the People's Committee of Lao Cai province to approve the investment policy and approve the investor to implement the closed high-tech pig breeding farm project in Thai Nien commune, Bao Thang district. The scale of the investment project is implemented on an area of 13.36 hectares, with a production capacity of 2,400 breeding sows, giving birth to 2 litters per year. If an average sow gives birth to 12 piglets/litter, the facility can sell 57,600 breeding pigs annually. In particular, this is a high-tech livestock project, fully automating the stages of insulating closed barns (cold barns) and automatically feeding and drinking. The project has an environmental impact assessment (EIA) issued by the competent authority, the output products are guaranteed to be disease-free and high-yielding.

According to Ms. Dang Thu Trang, Director of Gia Hung Company, the difficulty in implementing the project is that the implementation location is far from the main traffic route, there is no production power line, water supply system, the volume of leveling, excavation and embankment is large and it is delayed by 2 months due to the impact of storm No. 3/2024. However, by March 2025, the project has completed all procedures and site clearance to be able to start construction in April 2025, striving to complete construction and put into production by the first quarter of 2026. Previously, in February 2024, Gia Hung Company was approved by Lao Cai Provincial People's Committee to invest in a high-tech pig farming project in Tan An commune, Van Ban district with an area of 17.26 hectares, a capacity of 2 batches of pigs/year, and an output of 30,000 pigs.

This is also a high-tech industrial livestock project, fully automating temperature control (closed, cold barns) and feeding and watering. Over the past year, Gia Hung Company has focused on completing procedures such as investment deposits, paying for forest planting, land fund development, environmental impact assessment reports, and site clearance. Up to now, the company is focusing on investing in construction, completing infrastructure, ensuring the completion of farm construction before the peak of the rainy season to put the project into livestock production in 2025.

Ms. Dang Thu Trang, Director of Gia Hung Company, said that after the enterprise surveyed Lao Cai and asked for approval of the investment policy, it received the decision of the Provincial People's Committee shortly after. "We received high support and consensus from authorities at all levels and specialized sectors. The Standing Committee of the Provincial People's Committee also regularly paid attention to removing difficulties for the enterprise. Thanks to that, we were very surprised because from the time of receiving approval of the policy to the time of project implementation, it was only a few months."

Mr. Tran Minh Sang, Director of the Department of Agriculture and Environment, said: In addition to the projects that are being implemented smoothly, the department actively advises the Provincial People's Committee to clearly identify the list of projects, programs, and plans that still need to be resolved. In Plan No. 102 of the Provincial People's Committee, the Standing Committee members of the Provincial People's Committee were assigned to directly urge and direct the removal of bottlenecks for each project, program, and specific content to create development momentum for the agricultural and environmental sectors. Typical examples include the O Long Tea Processing Factory project in Cao Son commune, Muong Khuong district; the program to develop production and processing of concentrated agricultural and forestry products in Bao Yen district; MDF wood processing factory in Bao Yen district; Musa Golden Lao Cai banana fiber and starch factory project; cinnamon essential oil processing project in Nam Det commune, Bac Ha district...

Exploiting the potential of 3 key areas
According to Mr. Tran Minh Sang, Director of the Department of Agriculture and Environment, implementing the content of Plan No. 102/KH-UBND dated February 24, 2025 of the Provincial People's Committee on the economic growth target in 2025, the department has focused on reviewing, researching and clearly identifying areas with much room for development, namely forestry, livestock and key industries according to Resolution No. 10-NQ/TU of the Provincial Party Standing Committee on the Strategy for developing agricultural commodities in Lao Cai province to 2030, with a vision to 2050.

In the livestock sector, the agriculture and environment sector focuses on developing scale, improving the quality of the sector, preparing conditions for exporting products, eliminating some diseases to seize opportunities when the livestock product export market to China is opened. The sector also continues to prioritize the sustainable development of small livestock and poultry, actively participating in the global product chain in key areas and developing indigenous livestock and specialty products in highland areas. It is estimated that livestock will have an added value of nearly 200 billion VND (compared to 2010 prices). Particularly in the key forestry sector, the specialized sector expects an added value of about 134 billion VND thanks to solutions to promote the development of the hill and forest economy, in which lowland areas develop concentrated planted forests to provide raw materials for forest product processing facilities; promote socialization of investment in forest development through incentive mechanisms and policies on land, credit, and markets. For the highland areas, the province researches and selects native plants, multi-purpose plants, and plants for non-timber forest products; maximizes forestry services, forest environmental services, ecotourism, forest carbon credits... to generate revenue and reinvest in development.

After more than 3 years of implementing Resolution No. 10 dated August 26, 2021 of the Provincial Party Standing Committee, the whole province has attracted new investment and increased the investment scale of 34 projects (22 new projects) in the field of agricultural - forestry - fishery production. The quality of concentrated growing areas has been improved, opening up great room for development, including 8,600 hectares of tea, 4,300 hectares of medicinal herbs, 2,400 hectares of bananas, more than 2,300 hectares of pineapple, more than 60,000 hectares of cinnamon; the One Commune One Product (OCOP) program continues to have many successes.
In addition to the three key sectors, the Department of Agriculture and Environment estimates that the production value in 2025 will increase by more than VND 1,000 billion, bringing the total production value of the sector to VND 9,700 billion. Thereby contributing to ensuring that the GRDP of the whole province in 2025 will reach VND 87,000 billion, more importantly, stabilizing and improving the living standards of the majority of people in rural areas.
