In order to increase the total retail sales of goods and consumer service revenue by 12% in 2025 compared to 2024, the industry and trade sector is focusing on synchronously implementing many solutions to develop the domestic market, stimulate consumption, and stabilize commodity prices at the end of 2025 and the Lunar New Year in 2026. The goal is to ensure a balance between supply and demand, stabilize the market, and meet people's consumption needs.

Goods are stable, purchasing power has not broken out yet
Retail chains, supermarkets, and convenience stores have begun to launch big year-end discount and promotion programs to stimulate domestic consumption, promote cashless payments, and promote Vietnamese goods. However, according to records from retail businesses, consumer purchasing power has not shown any signs of breakthrough.
At Tan Hanh market (Tan Hanh ward), Ms. Pham Thi Thuy - representative of the market management board said that the quantity of goods is quite abundant, prices are stable, but purchasing power is still slow compared to the same period. "Small traders proactively adjust the scale of imported goods, focusing on popular goods, reasonable prices to make it easier to sell. The market management board also encourages small traders to diversify their business methods, combining traditional and online sales, to expand consumption channels, increase business efficiency during the period when purchasing power is still cautious" - Ms. Thuy shared.
Representatives of some businesses said that the current increase in raw material and transportation costs has caused product prices to rise. To maintain operations, many units are forced to adjust their selling prices, while consumers tend to cut spending on non-essential goods such as clothing, travel , and entertainment.
According to Ms. Nguyen Thi Truc Linh - Director of Thuan Duyen Food Co., Ltd. (Song Phu commune), at the end of the year, the company entered a period of accelerating production to meet the order schedule. However, the cost of input materials, especially imported materials, increased by about 20% compared to the same period last year due to the impact of price fluctuations. This caused production costs to increase, while the company still had to try to keep the selling price stable to maintain purchasing power and retain customers.
According to Vinh Long Electricity Company, in the first 9 months of 2025, the total electricity output received reached more than 3.8 billion kWh. Commercial electricity output is mainly concentrated in two main components: industry-construction and management-consumption, accounting for more than 80.5% of total output. Of which, the management-consumption group accounts for more than half (51.61%) but decreased by 1.65% over the same period, reflecting the trend of saving consumption of many households.
Director of Vinh Long Electricity Company Pham Thanh Truc said: "We are reviewing and developing a plan to supply electricity to ensure sufficient supply for the province's socio -economic development and people's daily needs; ensuring a stable power source for production and year-end shopping."
Stimulating consumption
In order to ensure the balance of supply and demand of goods and meet the needs of the people, especially essential goods in the last months of 2025 and the Lunar New Year 2026, the Department of Industry and Trade has developed a market stabilization plan to fully meet the consumption needs of the people, contributing to curbing inflation, stimulating consumption, promoting production, business and ensuring social security in the province.
Accordingly, the department requested sectors and localities to strengthen monitoring and forecasting of market situations, especially essential goods such as food, foodstuffs, gasoline, gas, agricultural supplies, medicines and consumer goods for Tet. At the same time, coordinate closely in handling unusual situations, preventing speculation, hoarding and unreasonable price increases.
Encourage enterprises, cooperatives, supermarket systems, convenience stores, and markets to participate in the market stabilization program, stockpile essential goods, and commit to keeping prices stable, ensuring food quality and safety. At the same time, encourage enterprises to respond to the "Vietnam Grand Sale 2025" program from December 1, 2025 to January 18, 2026, with a maximum value limit of goods and services used for promotion and a maximum discount of 100% on promotional goods and services, in order to stimulate people's purchasing power.
The provincial Market Management Department coordinates with functional forces to strengthen market inspection and control, prevent smuggling, trade fraud, counterfeit goods, and poor quality goods. At the same time, promote information and propaganda work so that people are aware of price stabilization points of sale, promotional programs, safe and economical shopping, contributing to maintaining market stability in the last months of the year.
According to Mr. Le Thanh Phong - Deputy Head of the Provincial Market Management Department: The Market Management Department is synchronously implementing plans to inspect and control the market at the end of the year, in order to ensure a stable supply of goods and prevent commercial fraud. Market management teams regularly monitor price movements, especially for essential goods such as gasoline, fertilizers, food, foodstuffs... to promptly detect and strictly handle violations.
The market management force continues to strengthen post-inspection work, coordinate with functional sectors and localities in inspecting and controlling goods circulating in the market; step up the fight against counterfeit goods, poor quality goods, goods of unknown origin, and infringement of intellectual property rights, contributing to maintaining a healthy business environment and stabilizing the market during the Lunar New Year 2026.
| According to the Provincial People's Committee, the consumer price index (CPI) in the first 9 months of 2025 increased by 3.09% over the same period. Of the 11 main groups of goods and services, 9 groups increased in price: notably, medicine and medical services increased by 11.46%; housing and construction materials increased by 5.27%; food and catering services increased by 2.97% (food increased by 3.81%, eating out increased by 3.93%); household appliances and equipment increased by 1.84%; clothing, footwear and hats increased by 1.4%; beverages and tobacco increased by 1.37%...
