In 2023, Party committees and Inspection Committees at all levels in the Party Committee of the Provincial Agencies and Enterprises Bloc focused on innovating inspection, supervision and Party discipline enforcement work, pointing out limitations and shortcomings, contributing to improving leadership capacity, quality in organizing and performing tasks, and building a strong Party organization.

The Bloc Party Committee has 86 grassroots party organizations, including 46 grassroots party committees, 40 grassroots party cells, with 5,099 party members. From the beginning of the year, the Bloc Party Committee's Inspection Committee has advised the Standing Committee to continue urging and directing subordinate party cells and grassroots party committees to deploy and implement regulations, decisions and documents of higher levels in inspection, examination and supervision work. At the same time, assign specialized members of the Bloc Party Committee's Inspection Committee in charge of grassroots party organizations to guide, inspect and urge the issuance of the inspection and supervision program for 2023, ensuring the content, objects and time according to regulations. Organized 2 training courses on professional skills in inspection, supervision and Party discipline enforcement for 140 comrades, who are Party committees, members of the inspection committee and comrades directly involved in inspection and supervision work at Party cells, grassroots Party committees and Party cells directly under grassroots Party committees.

In 2023, Party committees at all levels inspected 47 Party organizations and 73 Party members; supervised 44 Party organizations and 83 Party members. Inspection Committees at all levels inspected 26 Party organizations on the content of performing inspection, supervision, Party discipline enforcement tasks and inspecting the collection, payment, management and use of Party fees. Supervision was conducted on 22 Party organizations and 17 Party members. The results of the inspections and supervisions pointed out the limitations and shortcomings of Party organizations and Party members to promptly overcome, rectify, and prevent possible violations early and from afar.

The Standing Committee of the Party Committee and the Inspection Committee of the Party Committee of the Bloc have proactively and promptly led, directed and conducted inspections when there were signs of violations; considered and disciplined violating Party organizations and Party members. In 2023, Party committees and inspection committees at all levels inspected 5 Party organizations and 6 Party members when there were signs of violations; and disciplined 4 Party organizations and 15 Party members. The consideration and handling of disciplinary actions against violating Party organizations and Party members were carried out in accordance with the correct procedures and disciplinary forms commensurate with the level of violations of Party organizations and Party members, demonstrating the strictness of Party discipline. In addition, 15 citizen denunciations were promptly and properly resolved.

In addition to the achieved results, the inspection and supervision work still has limitations, such as: Some Party committees and organizations have not performed well the task of regular supervision; some cadres and Party members who are leaders and managers of agencies lack exemplary behavior in complying with regulations of the industry, agency, and unit; violate the working regulations of agencies and Party cells; violate the principles of democratic centralism, ethics, and lifestyle, and must be considered for disciplinary action in the form of reprimand, warning, expulsion, and criminal prosecution. The responsibility of the grassroots Party Committee's inspection committee in directing and guiding subordinate Party cells to perform inspection and supervision tasks has not received due attention; the reporting regime with higher-level Party committees has not been implemented within the prescribed time...

To effectively carry out the inspection and supervision tasks in 2024 and the following years, Party committees and Inspection Committees at all levels of the Bloc Party Committees continue to strictly implement the Party's regulations on inspection, supervision, and Party discipline enforcement, closely following Resolution No. 01-NQ/DUK dated December 31, 2020 of the Party Executive Committee of the Bloc of provincial agencies and enterprises, term IX, term 2020-2025 and Resolutions of Party committees at all levels on the Party's inspection and supervision work. Focus on leading and directing the development and completion of 100% of the inspection and supervision program and plan for 2024. Strengthen regular supervision, grasp the situation and ideology of cadres and party members, promptly lead and direct political and ideological education to avoid ideological, political, moral and lifestyle degradation, manifestations of "self-evolution" and "self-transformation" among cadres, party members and workers.

At the same time, promptly check for signs of violations by party organizations and party members, including committee members, in the performance of party member duties, committee member duties, and the implementation of the political platform, Party Charter, resolutions, directives, and Party principles. Be resolute and strict in considering and handling disciplinary actions against party organizations and party members who violate the Party Charter. Receive, consider, and resolve 100% of complaints, denunciations, and reflections on party organizations and party members according to authority. Promptly send decisions and conclusions of inspections, supervisions, and decisions on party discipline enforcement (if any) to the Party Committee Inspection Committee of the Bloc to enter the Party inspection software data system.
