Many indicators achieved quite well in the Mekong Delta region.
Presenting a summary report on the implementation of Resolution 29 of the Kien Giang Provincial Party Committee, Director of the Kien Giang Department of Education and Training Tran Quang Bao said: After 10 years of implementing Resolution 29,education and training in the province have achieved many important results. Party committees at all levels, authorities, organizations, cadres, party members and people are more aware of the importance of the task of fundamental and comprehensive innovation in education and training. The province has issued many documents to direct and implement.
The province's education and training development indicators are quite good in the Mekong Delta region and above the national average, completing the set target. The province was recognized by the Ministry of Education and Training for completing universal preschool education for 5-year-old children by the end of 2016 (achieving the target). The mobilization of school-age children to go to school has increased every year, the rate of children going to nursery school reached 6.5% (target 30%), 3-4 year old children going to kindergarten reached 70.63% (target 80%), and 5 year old children going to kindergarten reached 99.58% (achieving the set target).
The learning and training results of students studying under the general education program have had positive changes. Up to now, the rate of school-age students in primary school has reached 99.92% (exceeding the target by 0.92%), 93.14% in secondary school (exceeding 3.14%), 67.11% in high school (target 80%). The province focuses on implementing the construction of national standard schools, key schools and specialized schools; the rate of schools meeting national standards accounts for 52.05% (target 50%).
The scale and quality of university and vocational education are increasing day by day. The province currently has 31 vocational education institutions (an increase of 13 institutions compared to 2013), 6 non-public institutions (an increase of 4 institutions compared to 2013), the rate of trained workers is 70.59% (achieving the set target).
The province established Kien Giang University under the Ministry of Education and Training in 2014 with the mission of training highly qualified, multidisciplinary human resources, contributing to the socio -economic development of the Mekong Delta and the whole country. Up to now, the school has trained 20 majors with over 8,000 students in full-time, joint-training, and part-time programs, meeting the human resource needs of the province and the region.
In addition to the achievements, after 10 years of implementing Resolution 29, Kien Giang education still has difficulties and limitations that need to be overcome. The planning of the network of preschool and general education facilities in some localities is not suitable, there is still a shortage of schools and classes in some urban areas and industrial parks; there is a lack of land for building schools, especially in towns and cities.
The situation of student overload in kindergartens and preschools; the lack of staff has been going on for many years without any solution; many preschools have to sign contracts with teachers but only ensure a ratio of 1 teacher for a class teaching 2 sessions/day.
State management and school administration in some places are still limited; the situation of local teacher surplus and shortage has not been resolved; the quality of the teaching staff is uneven, and a number of teachers have not met the requirements of innovation...
Kien Giang province proposed that the Government direct relevant ministries and branches to consider and supplement the number of employees for public service units; proposed that the Ministry of Education and Training amend and supplement a number of Circulars within its authority related to teacher standards and regulations on the amount of high school cultural knowledge taught in vocational education institutions.
Investing in education at the right time, the investment efficiency is greater
Highly appreciating the summary report as well as the implementation process of Resolution 29 of Kien Giang province, Minister Nguyen Kim Son said: The province's implementation is timely, complete, and aware of the importance of the Resolution for educational innovation and development. Through field surveys at a number of schools, the awareness, ideology, and spirit of innovation have penetrated quite deeply into schools. The implementation process of the Resolution has initially brought about positive changes, bringing innovation to the area.
“In the context of a large area with many difficulties and a high proportion of ethnic minorities... the results achieved show great efforts,” the Minister commented, while mentioning some specific results of Kien Giang such as: Mobilizing a high proportion of ethnic minority children to attend school; arranging a relatively reasonable school system, planning and arranging to ensure students' right to go to school; completing universal preschool education for 5-year-old children and considering universal education for 3-4-year-old children; implementing the 2018 General Education Program quite smoothly; emerging some good models...
Although some results have been achieved, emphasizing that “Kien Giang still has a lot of work to do”, the Minister requested that Kien Giang province pay attention to some specific tasks. In particular, it is necessary to focus on directing and investing in the implementation of the 2018 General Education Program, because this is the stage that requires the highest concentration.
Regarding ethnic education, the Minister noted that the province has paid attention and needs to continue to pay more attention. In particular, it is important to review the policies and regimes for teachers and learners to do better. It is important to invest in infrastructure for ethnic boarding schools. In developing the teaching staff, it is important to develop teachers who are ethnic minorities.
The Minister also hopes that Kien Giang province will pay attention and support to Kien Giang University. Although it is a school under the Ministry of Education and Training, the school is located in the province with 90% of students from Kien Giang, so the school serves the development of the locality.
The innovation is still ongoing.
In Kien Giang province, Minister Nguyen Kim Son and the working delegation visited Kien Giang Ethnic Boarding High School and Minh Luong Secondary School, Chau Thanh district.
On this occasion, Minister Nguyen Kim Son presented 50 laptops to Kien Giang Ethnic Boarding High School and Minh Luong Secondary School each.
Previously, in a conversation with more than 400 students of Kien Giang Ethnic Boarding High School, Minister Nguyen Kim Son sent them a message of effort, because "students from favorable areas try one, you must try even harder". Efforts will be good for you, for your homeland, your country, and for the people that you are honored to represent.
The Minister also sent students a message about preserving and promoting national cultural identity, enriching the country's culture; a message about the spirit of work and comprehensive training.
