Proposal to transfer the Land Registration Office Branch to commune level management

(laichau.gov.vn) National Assembly delegates recommended that the Government and ministries and branches promptly review and promulgate policies to transfer land registration office branches to commune-level management, under the direction of the People's Committees at the commune level.

Discussing socio-economic issues, delegate Nguyen Huu Thong (Lam Dong) expressed his high agreement with the Government's report as well as the report of the National Assembly's Economic and Financial Committee.

According to delegates, the reports have quite comprehensively reflected the socio-economic picture in 2025, demonstrating the Government 's efforts and determination in the context of many unpredictable and uncertain international and domestic fluctuations.

In that context, the Government has operated decisively, flexibly and creatively. The National Assembly has accompanied and closely supervised. The entire political system has participated. The business community and the people have strived to achieve remarkable results, which have been fully demonstrated in the Government's report and the Committee's report.

Delegates said that the above results contribute to strengthening people's trust in the Party's leadership and enhancing Vietnam's position and role in the international arena.

In particular, in 2025, our country will carry out a revolution in administrative unit arrangement and organize a 2-level local government model to be deployed synchronously nationwide.

This is a major institutional reform step, contributing to streamlining the apparatus, improving the effectiveness and efficiency of state management, and at the same time creating new development space for localities.

The arrangement was carried out in a short time but basically worked smoothly and achieved remarkable results.

However, delegates said that, besides the important results achieved, the economy and administrative apparatus still have many difficulties and limitations that need to be overcome soon.

Raising an issue about administrative procedures for land, the delegate said: This is something that people are concerned about and through contact with voters, it has been shown to be the most troublesome.

According to the delegate, in reality, in many localities, people still have to travel far, travel many times, and go through many intermediaries to complete land procedures. There are many reasons, including the fact that the branch system and land registration offices are still under the management of the provincial level.

Delegates said that this is not suitable for the current two-level local government model and goes against the goal of decentralization and substantive decentralization as we have desired.

To continue promoting the achieved results, overcoming existing problems, difficulties and limitations, delegate Nguyen Huu Thong recommended that the Government and ministries and branches promptly review and promulgate policies to transfer land registration office branches to commune-level management, under the direction of the People's Committees at commune level, and at the same time provide specific instructions on personnel, financial mechanisms, facilities and business processes.

According to delegates, this is a practical work that helps shorten time, reduce costs, improve efficiency in serving people and enhance the responsibility of local authorities.

Increase the number of Vice Chairmen and Deputy Heads of People's Committees at the commune level

Second, delegates recommended that the Government and ministries and branches amend regulations on the number of deputy heads of the People's Committees at the commune level and deputy heads of specialized departments and offices under the People's Committees at the commune level in the direction of increasing the number to suit the management characteristics of each locality.

Explaining this, the delegate said that in reality, many communes and wards have large populations and diverse workloads, but the number of Vice Chairmen of the People's Committee and deputy heads of commune-level departments is still small, holding many jobs, leading to overload and slow progress, especially in the process of resolving land records, basic construction investment, religious and ethnic affairs, and social order management.
