Steering Committee 389/TP is headed by Mr. Nguyen Thuc Hien, Vice Chairman of the City People's Committee. Deputy Heads include: Mr. Ha Vu Son, Director of the Department of Industry and Trade, Standing member of the Steering Committee; Colonel Tran Hoang Do, Deputy Director of the City Police; Colonel Nguyen Thanh My, Deputy Commander of the City Military Command; Mr. Phan Canh Tuyen Hai, Deputy Director of the Department of Finance; Mr. Dao Huu Can, Deputy Head of the Customs Sub-Department of Region XIX. The Steering Committee also has 25 members who are representatives of departments, branches, the Fatherland Front, People's Committees of districts and towns, and a team of experts mobilized from civil servants and public employees of agencies and units that are members of the Steering Committee 389/TP to participate, introduced by members of the Steering Committee 389/TP.

The Steering Committee has the following duties and powers: to develop programs and plans for the prevention and combat of smuggling, illegal printing, trade fraud and counterfeit goods in the locality at each time in accordance with the local situation; to clearly define the methods of operation, working style and working relationships of relevant departments, branches and units; to periodically and suddenly report on the implementation. To assist the City People's Committee in directing and organizing coordination between the city's departments, branches and sectors, the People's Committees of districts and towns in the fight against smuggling, illegal printing, trade fraud and counterfeit goods in the city. To monitor, inspect and urge the city's agencies, branches and sectors and localities in implementing policies and guidelines on the prevention and combat of smuggling, illegal printing, trade fraud and counterfeit goods. To establish interdisciplinary teams to inspect the handling of major smuggling, counterfeit goods and trade fraud cases; violations in printing activities and taking advantage of printing activities to produce counterfeit goods in the city. Propose rewards for collectives and individuals with outstanding achievements in the fight against smuggling, illegal printing, trade fraud and counterfeit goods; direct the handling of collectives and individuals with signs of covering up, protecting, and assisting in smuggling, illegal printing, trade fraud and counterfeit goods. Coordinate with the City Radio and Television Station and news agencies and newspapers located in the city to develop programs and plans for propaganda and prevention of smuggling, illegal printing, trade fraud and counterfeit goods. Periodically summarize and draw lessons, promptly report to the Chairman of the City People's Committee on the situation of preventing and combating smuggling, illegal printing, trade fraud and counterfeit goods in the city and propose opinions and recommendations for implementation measures. Perform other tasks assigned by the Chairman of the City People's Committee.
