In the 2026-2030 period, Quang Ninh will enter a new stage of development with the desire for rapid, effective and sustainable growth. Firmly pursuing a “green” orientation, the province focuses on improving productivity, quality and competitiveness, thereby affirming its role as a dynamic growth pole of the region and the whole country.

Accordingly, Quang Ninh gives top priority to developing green, high-tech and environmentally friendly industries. The province advocates selectively attracting FDI projects to industrial parks and economic zones, especially those with advanced, clean technology, modern management, large scale and strong influence. The focus is on accelerating the development of the processing and manufacturing industry with strategic products such as semiconductors, automobiles, renewable energy equipment, railways, etc., gradually turning Quang Ninh into a high-tech processing and manufacturing center of the country.

The province also encourages the formation of industrial clusters in the Quang Yen coastal economic zone, Van Don special economic zone, and Mong Cai border gate economic zone. The regional and industry linkage model is expected to create new momentum, attract supporting enterprises, and increase value and competitiveness in the global production chain.

Regarding the mining industry, especially coal - the traditional sector of the Mining Region, Quang Ninh continues to develop in a reasonable and sustainable direction. The province is determined to maintain its role as a national energy center without sacrificing the environment or expanding coal-fired thermal power plants. Instead, the province promotes the transition to renewable and clean energy, developing wind power, solar power, biomass power, LNG, etc. Notably, the Quang Ninh LNG gas power plant project is identified as a key project, contributing to ensuring energy security and in line with global trends.

At the same time, modern tourism and comprehensive services continue to be affirmed as one of the important pillars. Quang Ninh aims at the development model of "reducing quantity, increasing quality", becoming the leading green tourism and sustainable tourism center of the country, associated with the night-time economy, heritage economy and cultural industry. On the basis of promoting the advantages of the World Heritage - Natural Wonder of Ha Long Bay, the province focuses on enhancing the value of the Yen Tu Complex of Monuments and Landscapes, developing Bai Tu Long Bay, Tra Co, Van Don - Co To into national and international destinations. Quang Ninh aims to become an attractive and safe "Four-Season Tourist Destination", and at the same time a gateway for cooperation and tourism connection with the Northeast Asia and ASEAN regions.

The province aims to develop Quang Ninh into a logistics center, a multimodal transport gateway connecting with China and the region. In the agricultural sector, Quang Ninh advocates restructuring towards ecology, circulation, and application of high technology, associated with the construction of modern, unique new rural areas. The province strives to have more communes meeting advanced new rural standards by 2030, forming key agricultural production areas associated with the OCOP brand, increasing the value of each product unit. In particular, aquaculture is identified as a key economic sector. In particular, focusing on developing high-tech marine aquaculture in concentrated areas, combining exploitation with deep processing, gradually building Quang Ninh into the largest aquatic products center in the North. In the forestry sector, Quang Ninh focuses on developing large timber forests, maintaining protective forest areas, and linking economic development under forest canopy with ecotourism. In particular, the province focuses on developing forest environmental economy, participating in the carbon credit market, opening up new directions for ethnic minorities in the highlands.

With a long coastline and a rich marine ecosystem, Quang Ninh aims to become a modern, international, leading marine economic center in Southeast Asia. By 2030, Quang Ninh strives for the proportion of digital economy to account for 30% of GRDP, the contribution of total factor productivity (TFP) to economic growth to reach over 55%, ranking among the top in the country in digital transformation. Key projects such as the Concentrated Digital Technology Park (Ha Long ICT Park), innovation ecosystem, shared digital data, etc. will be a solid foundation for this goal. In particular, the province encourages private enterprises to participate in research and development of new and high technologies; at the same time, it values ​​and attracts high-quality human resources in strategic fields such as semiconductors, biotechnology, new materials, and artificial intelligence.

With strategic orientations and synchronous solutions, Quang Ninh is gradually creating new growth drivers, linking rapid development with sustainable development.
