Chairman of the Central Committee of the Vietnam Association of the Elderly Nguyen Thanh Binh delivered the opening speech at the Workshop.

The results of the workshop will be an important scientific argument to help strategic advisory agencies consult and propose new policies and guidelines, creating a legal environment and a highly consensual social psychology to make silver economy an important driving force, contributing to promoting double-digit national economic growth and sustainable development of the country.

"After nearly 40 years of renovation, our country has a force of elderly people actively participating in restructuring the economy towards openness, deep access to the market economy, keeping up with the progress of science and technology. The whole country has more than 9 million elderly people actively participating in labor, production and business; many elderly people have been honored by the Party and State as Labor Heroes in the renovation period...

"The silver economy not only brings material value, significantly contributing to the strategic goal of national economic growth and stability, but also has a profound impact on ensuring sustainable social security, creating a socio-economic environment that helps the elderly live happily, healthily and joyfully," the President of the Vietnam Association of the Elderly emphasized.

Member of the Politburo, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Council of Theory Nguyen Xuan Thang

Speaking at the Workshop, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang said that the silver economy in Vietnam in the new era is not only a problem for the elderly, but also a cultural, social, human and ethical problem.

"Oriental cultural values in general and Vietnamese traditions in particular will motivate and nurture the development of a sustainable and comprehensive silver economy. In particular, the elderly will play a central role, not only as beneficiaries but also as a new driving force for the process of rapid and sustainable economic development," emphasized Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang.

Comrade Nguyen Xuan Thang requested that the Workshop focus on discussing to find answers to the questions: How to turn the silver economy into a driving force for national growth? What mechanism is needed for the elderly to continue to contribute "voluntarily - effectively - sustainably"? Which market segments should Vietnam prioritize to develop to serve the elderly? How to combine Vietnamese family values with a modern elderly care model? What mechanism is needed to mobilize the private sector - innovative start-ups - foreign direct investment to develop the silver economy? What solutions are needed regarding human resources, infrastructure, health data and technology to develop the silver economy?

"Today's workshop not only studies and discusses the silver economy from the supply and demand side but also contributes to answering the question "What will Vietnam do to have its own silver economy?" These are contributions that have both profound theoretical value and strategic value in establishing a new growth model in the future... Valuable research, skillfully combining theory and practice, with a long-term vision will be valuable sources of knowledge for building our country's development strategy in the new era," Comrade Nguyen Xuan Thang affirmed.

It is forecasted that by 2036, Vietnam will officially become a country with an aging population.

Vietnam is entering a period of unprecedented rapid population aging. In 2025, the number of elderly people aged 60 and over will account for over 14% of the population. It is forecasted that by 2036, Vietnam will officially become a country with an aging population. In fact, the silver economy has helped many countries, such as Japan, South Korea, and France, proactively respond and adapt to the aging population process.

In the context of the country promoting the transformation of the growth model, developing the knowledge economy, green economy and digital society, the research and planning of economic development policies are increasingly meaningful in contributing to ensuring social security, promoting sustainable growth and enhancing the national position in the new era.

Vice Chairman of the National Assembly Le Minh Hoan shared that the silver economy is not simply a story about health care or retirement services, but a way to create space for the elderly to continue to contribute, continue to sow seeds, continue to pass on knowledge. When silver hair is still passionate about studying, still singing loudly with their children and grandchildren in village festivals, still tinkering with smartphones to learn new things, society will not only have more joy but also a layer of humanistic values...

At the workshop, experts and scientists proposed key solutions, such as: Reforming the social security and pension system in a flexible and sustainable direction; perfecting employment and training policies to encourage elderly workers; developing industries and services for the elderly; removing bottlenecks to support businesses, promoting investment and start-ups in the silver economy sector; building infrastructure, urban areas and technology that are friendly to the elderly; building a large database on silver economy associated with the elderly, strengthening data management in the direction of connectivity and linkage; building a legal environment and promulgating the National Strategy on silver economy development for the period 2025-2045...

The results of the workshop are an important basis for the Workshop Steering Committee and the Vietnam Association of the Elderly to orient the development of a recommendation report to submit to the Politburo, the Secretariat, the Government and the National Assembly for consideration of overall issues, contributing to making the silver economy a pillar in Vietnam's socio-economic development strategy in the new era.
