The private economy has developed strongly and achieved many successes.

(ABO) On the morning of May 31, the Prime Minister chaired a discussion with enterprises and business associations on Resolution 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.

According to the Ministry of Finance , over 40 years of innovation, the private economy has developed strongly and achieved many remarkable achievements. The number of established enterprises has increased sharply over the years and to date there are nearly 1 million enterprises operating in the economy. On average, in the period 2010 - 2020, each year there are over 100,000 newly established enterprises with an annual registered capital of over 950 trillion VND. In the period 2021 - 2024, each year there are over 145,000 newly established enterprises with a total newly registered capital of over 1.5 million trillion VND.

The private sector has continuously maintained a fairly high growth rate, making the largest contribution to the economy , accounting for about 50% of GDP. From 2016 to present, the growth rate of the private sector has reached about 6% - 8%/year, higher than the average growth rate of the economy.

The private sector makes a very important contribution to job creation and economic restructuring, especially in rural and disadvantaged areas. In the period 2017 - 2023, the private sector created an average of more than 43.5 million jobs, accounting for more than 82% of total jobs in the economy. The proportion of private sector investment capital in total social investment capital tends to increase continuously, from 44% in 2010 to 56% in 2023; contributing more than 30% of total state budget revenue, about 30% of total import-export turnover...

KTTN is a dynamic area in technological innovation, product and service creation. Start-up and innovative enterprises are increasing rapidly, from 1,500 startups in 2015 to about 4,000 startups in 2024. Many large corporations and enterprises are forming, developing, and reaching regional and international levels. The team of entrepreneurs is growing stronger and stronger, the entrepreneurial spirit, the spirit of innovation and the desire to rise are increasingly stronger. In particular, even in difficult times, natural disasters, epidemics, businesses and entrepreneurs still strive to maintain production and business activities, demonstrating social responsibility to the community.

To promote the continued development of the private economy, the Politburo issued Resolution 68. Regarding the goal by 2030, Vietnam strives for the private economy to be the most important driving force of the national economy; a pioneer in the development of science and technology, innovation and digital transformation, contributing to the successful implementation of the goals of Resolution 57-NQ/TW of the Politburo.

There are 2 million enterprises operating in the economy, 20 enterprises operating/thousand people; there are at least 20 large enterprises participating in the global value chain. The average growth rate is about 10 - 12%/year, higher than the growth rate of the economy; contributing about 55% - 58% of GDP, 35% - 40% of total state budget revenue; creating jobs for about 84% - 85% of the total workforce; labor productivity increases on average about 8.5 - 9.5%/year. The level, capacity of technology, innovation, and digital transformation are among the top 3 countries in ASEAN and the top 5 countries in Asia.

With a vision to 2045, Vietnam strives to develop the private economy rapidly, strongly, sustainably, proactively participate in the global production and supply chain; have high competitiveness in the region and internationally; strive to have at least 3 million enterprises operating in the economy by 2045; contribute about over 60% of GDP.

Resolution 68 sets out 8 groups of tasks and solutions that demonstrate the spirit of innovation, breakthroughs, and strong reforms, ensuring adherence to 3 strategic breakthroughs (in institutions, human resources, and infrastructure) and in the overall 4 important resolutions of the Politburo that the General Secretary concluded as the "Four Pillars". The core content of the 8 groups of tasks and solutions is to solve the most important and urgent issues for the development of the private economy today.

For Tien Giang, in recent times, the province has focused on implementing solutions to develop the KTTT. As a result, the province's investment and business environment has changed positively and achieved some important results (Tien Giang PCI Index in 2023 reached 66.8 points, ranked 29th; in 2024 reached 67.8 points, ranked 31st).

The time to process administrative procedures for businesses and investors has been shortened. Specifically, the procedure for establishing a new business has been shortened from 3 working days to 2 days. Some cases with simple documents and procedures are processed and results returned on the same day; promoting online business registration.

Recommendations and difficulties of enterprises and investors are promptly resolved. In the period of 2021 - 2024, the whole province has 3,301 newly established enterprises.

Over the years, Tien Giang's private economic sector has gradually developed in both quantity and quality, becoming one of the important driving forces, contributing positively to the socio-economic development of the locality. The province's private economic sector currently has 6,650 enterprises and more than 60,000 business households in operation, contributing about 82% of GRDP, more than 40% of total state budget revenue, and creating jobs for 186,390 workers (accounting for 98% of the total number of workers in the province).

The private sector is an important force promoting innovation, improving labor productivity, and increasing provincial competitiveness.

At the seminar, business associations and enterprises proposed that the Government support access to resources on credit, land, human resource training; inspection and examination mechanisms, institutions and the legal system are still inadequate...

Concluding the discussion, Prime Minister Pham Minh Chinh highly appreciated the delegates attending the discussion for showing their determination to implement the resolutions of the Party and State into specific, measurable products and results to report to the people in the spirit of doing what they said.

The Prime Minister thanked the delegates for their enthusiasm, efforts and experience, bringing to the conference a very democratic, open, frank atmosphere, with exchange and criticism, helping the conference to be successful. The opinions contributed were "each person's own, ten out of ten perfect".

In the coming time, first of all, the Prime Minister requested the Government, ministries, branches and localities to properly perform their role as creators, with specific tasks: One is to develop strategies, planning and plans; two is to build institutions, mechanisms and policies to develop the private economy; three is to design tools for inspection and supervision, focusing on post-inspection instead of pre-inspection; four is to evaluate, summarize practices, draw experiences, and build theories; five is to compete, reward and honor enterprises and entrepreneurs with the view that the market is a battlefield and entrepreneurs are soldiers.

Second, the Government, ministries, branches and localities focus on better implementing the three strategic breakthroughs in institutions, infrastructure and human resources; promoting decentralization, decentralization, reducing administrative procedures, reducing time, reducing compliance costs, reducing efforts for people and businesses; developing infrastructure to create new development space, new urban, industrial and service areas, increasing land value, reducing input costs, increasing product competitiveness; training human resources to meet the human resource requirements of businesses when developing.

Third, the Government, ministries, branches and localities must ensure the maintenance of independence, sovereignty, political stability, social order and safety, including cyber safety and security, so that businesses have the conditions to develop quickly and sustainably.

Fourth, the Party, the State, and relevant responsible agencies must ensure equal access to capital, resources, land, human resources, law, freedom of business, equality, and property rights of enterprises.

Fifth, the Prime Minister requested regular meetings and discussions with businesses to find solutions to problems.

Sixth, with proposals, especially initiatives and issues requiring state management and law-making, ministries, branches and agencies must listen and fully absorb them. If they do not absorb them, they must explain.

Seventh, the State Bank, the Ministry of Finance, and relevant ministries and branches regularly review policies such as monetary, fiscal, materials, construction, etc.
