Diversified forms of propaganda
After the village chief rang the gong, the Xo Dang people in Dak Plò village, Dak Ro Ong commune, Tu Mo Rong district gathered in large numbers at the village's Rong house to listen to the officers of the provincial Population Department propagating the contents of population, family planning and health counseling for adolescents/youth to limit the situation of having 3 or more children and early marriage and incestuous marriage.
Ms. Dinh Thi Hien - Propaganda Officer, Kon Tum Province Population Department shared: When propagating to ethnic minorities, we propagate visually, citing real-life examples to help people easily understand and grasp the Law on Marriage and Family, population policies and advise minors/youths to understand the harmful effects of early marriage. Currently, we go to each village to propagate to people.
Ms. Y Dung (Xo Dang ethnic group) - Dak Plò village, Dak Ro Ong commune, Tu Mo Rong district said: Through this propaganda session, we clearly understand the contents of population, family planning, especially the harmful effects of early marriage. Therefore, I will always care for my 4 children, and propagate to them to take care of their education properly. They can only get married when they are of legal age and if there is anything they do not understand, they can go to the commune health station to receive medical advice on pre-marital health.
With the goal of reducing the third child birth rate and providing health counseling for adolescents/youth, limiting early marriage and incestuous marriage, Kon Tum province has established 56 No Third Child Birth Clubs, 13 Adolescent/Youth Reproductive Health Clubs and 30 Pre-marital Health Checkup and Counseling Service Points; screening, diagnosing and treating some diseases and disabilities before and after birth.
Ms. Pham Thi Nhan - Population Officer, Dak Ro Ong Regional General Clinic, Tu Mo Rong District shared: For population officers, we not only provide pre-marital health consultation at the clinic but also regularly go to each village and each house to propagate and mobilize to help parents and children understand the importance of pre-marital health consultation and examination. Because through those consultation and health examination sessions, we clearly understand whether the children are old enough to get married, from there we advise them to stop and only get married when they are old enough according to the law.
In addition, at the Health Consultation Service Points, every Thursday, there are population officers directly available to provide advice and information to answer questions related to population issues, reproductive health, family planning for adolescents/young adults and men and women preparing to get married. At the same time, the Health Station sends officers to coordinate with the Board of Directors of junior high schools and specialized commune officers to organize extracurricular activities and give talks to students in grades 8 and 9 on the following topics: Psychology of puberty, friendship, love, marriage, family, etc.
Ms. Y Phieu (Xo Dang ethnic group) - Dak Plò village, Dak Ro Ong commune, Tu Mo Rong district shared: Previously, I was also propagandized and consulted about health by the commune health staff, I realized that getting married early would affect my health and family life. Therefore, I always realized that I would only get married when I was old enough and I did not get married until I was 22 years old.
Step by step change perception about child marriage
Through the model of Health Consulting Clubs and Service Points, it has created conditions for people, especially ethnic minorities in remote areas, areas with difficult economic conditions, to access services on reproductive health care and family planning in the most convenient way. Providing necessary knowledge and skills for groups of adolescents and young people to have correct awareness of issues related to reproductive health and family planning to know how to protect themselves, take care of themselves, get health check-ups... contributing to raising awareness of the young generation about taking care of their own health, especially limiting the situation of early marriage and incestuous marriage, gradually improving the quality of the population.
Ms. Y Them (Gie Trieng ethnic group) - Dak Ung village, Dak Nhoong commune, Dak Glei district shared: Through the communication sessions, I learned a lot of knowledge, especially that women must regularly go for reproductive health check-ups, have fewer children; pay attention to taking care of children so that they can develop comprehensively and especially not let their children get married early.
According to statistics of districts and cities, from January 1, 2024 to June 31, 2024, in Kon Tum province, the total number of married couples including those living together as husband and wife is 1,872 couples. Of which, 1,825 couples are of legal age; there are 28 cases of child marriage of husband or wife, accounting for 1.5%, a decrease of 54 cases compared to 2023; there are 19 couples of child marriage of both husband and wife, accounting for 1%, a decrease of 7 couples compared to 2023; there are 119 cases of ethnic minority women giving birth to children under 18 years old, a decrease of 68 cases compared to 2023; there are no cases of incestuous marriage.
Mr. A Nhap - Chairman of Dak Nhoong Commune People's Committee, Dak Glei District said: Through propaganda and mobilization models, ethnic minorities in the commune basically understand the harmful effects of early marriage and incestuous marriage, so they pay more attention to their children. Currently, incestuous marriage no longer occurs in the commune and early marriage has decreased gradually over the years.
In reality, early marriage and consanguineous marriage not only violate the law but also leave many consequences for individuals, families and society, directly affecting the quality of human resources, population, education, child care and is one of the obstacles to sustainable socio-economic development of the locality. Therefore, in the coming time, Kon Tum province will continue to effectively maintain the implementation of Clubs, Health Counseling Service Points, and Intervention Point Models to reduce the situation of early marriage and consanguineous marriage in the locality, in order to change behavior, access to information and mobilize the participation of the whole community.
Mr. Tu Huu Phuoc - Deputy Head of the Kon Tum Provincial Population Department said: In the coming time, the Population Department will continue to promote and diversify methods and forms of propaganda in the implementation of population policy. Propaganda that each couple should have 2 children, ensuring the rights and responsibilities in having children and raising children well; mobilize, educate and provide advice on population, reproductive health, family planning focusing on reducing the rate of having 3 children or more. Promote propaganda on the harms and consequences of child marriage and consanguineous marriage to raise people's awareness; include child marriage and consanguineous marriage in extracurricular activities of junior high schools and high schools to raise awareness among students.
