On behalf of the National Assembly Standing Committee, summarizing the results of the session, National Assembly Chairman Vuong Dinh Hue said that the National Assembly had passed the Land Law (amended), completing one of the most important legislative tasks of the 15th National Assembly term. The passage of the Land Law (amended) at this session, together with the Housing Law (amended) and the Real Estate Business Law (amended) at the 6th session, has met the requirements of synchronously perfecting policies and laws on land management and use in accordance with the institutions of developing a socialist-oriented market economy , so that land resources are managed, exploited, and used economically, sustainably, and with the highest efficiency, the National Assembly Chairman stated.

Second, the National Assembly reviewed and approved the Law on Credit Institutions (amended). The National Assembly Chairman said that with the revised and supplemented contents being very fundamental, comprehensive and synchronous, the Law on Credit Institutions will contribute to the timely institutionalization of the Party's policies and guidelines, perfecting the institutions in the banking sector in accordance with the principles of a socialist-oriented market, meeting the requirements of restructuring the system of commercial banks and credit institutions, ensuring the safety, soundness, stability and sustainability of the system; enhancing publicity and transparency, in accordance with common international standards and practices... The National Assembly Chairman suggested that the Government focus on organizing, thoroughly grasping, propagating and disseminating the contents of the Law and detailed implementing regulations; Urgently research and continue to propose to improve the law on state banks, the law on deposit insurance and related laws to create a synchronous legal basis for implementing the provisions of the Law on Credit Institutions (amended).

Third, the National Assembly reviewed, decided according to a shortened procedure and unanimously passed the Resolution on a number of specific mechanisms and policies to implement national target programs. The National Assembly Chairman stated that this is a step following the results of the National Assembly's supreme supervision on this topic at the previous session, affirming the sense of responsibility, going to the end of the supervision issue, thereby promptly removing difficulties and obstacles to speed up progress, ensuring effective implementation of the 3 national target programs. The National Assembly Chairman requested the Government to continue reviewing, amending and supplementing relevant documents to ensure consistency and unity with this Resolution; promptly allocate resources, strengthen decentralization and reasonable delegation of power between the Central and local levels, creating favorable conditions for ministries, branches and localities to speed up the implementation progress, and complete the objectives of the Programs according to the set requirements.

Fourth, the National Assembly considered and decided on financial and budgetary issues, allowing the allocation and use of nearly VND 64,000 billion for tasks and projects in five areas: national defense, security, state management, science and technology and transportation, of which nearly VND 58,000 billion was allocated for 32 key transportation projects. The National Assembly Chairman said that the financial and budgetary issues decided by the National Assembly at this session are an important premise to accelerate the implementation of key projects and works, promote the development of a synchronous and modern strategic infrastructure system, especially the system of highways, coastal roads, airports, and regional connectivity projects, contributing to the goal of having more than 3,000 km of expressways by 2025.

From the success of the first session in the new year 2024, the National Assembly Chairman proposed that the National Assembly continue to promote the spirit of "proactive legislation, effective supervision, timely policy decisions, and breakthrough development", to join the Government and agencies in the political system to successfully carry out the socio-economic development tasks in 2024 and the 2021-2025 period, bringing the country to rapid and sustainable development.
