On the morning of May 15, at the Provincial Convention Center, the 17th Provincial People's Council, term 2021 - 2026, held a meeting to resolve urgent matters, discuss and decide on a number of important contents within its authority. Attending the meeting were comrades: Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrades of the Provincial Party Standing Committee; leaders of the Provincial People's Council, Provincial People's Committee, Provincial National Assembly Delegation; representatives of a number of provincial departments, branches, sectors, and organizations, leaders of districts and cities.

At the meeting, leaders of the Provincial People's Committee and leaders of departments presented important reports related to: Reorganizing commune-level administrative units in Thai Binh province in the period of 2023 - 2025; promulgating a number of mechanisms and policies to serve the socio -economic development of the province; changing the purpose and reclaiming land to implement key projects of the province. Also at the meeting, representatives of the Provincial People's Council committees presented reports on the results of examining the reports and draft resolutions submitted to the meeting.

Speaking at the discussion, the delegates agreed and assessed that the reports submitted to the session were urgent, important, and carefully prepared. The delegates also contributed some opinions to the content of the reports and draft resolutions submitted to the session; agreed with the issuance of the resolutions. The delegates suggested that after the resolution is issued, localities should strengthen propaganda so that cadres, party members, and people can grasp and supervise the implementation at the grassroots level; departments, branches, and localities should closely coordinate in guiding, deploying, and supervising the implementation to ensure the right subjects and policies so that the resolution can soon be put into practice, serving to promote the socio-economic development of the province.

In his closing speech, comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: At the meeting, the Provincial People's Council democratically discussed, objectively and comprehensively assessed and voted to pass 12 resolutions. The resolutions are the legal basis, removing some difficulties and obstacles to suit practical requirements, serving the urgent goal of local socio-economic development. In order to effectively implement the resolutions passed by the Provincial People's Council, he requested: The Provincial People's Committee, all levels, sectors, localities and units in the province to continue to propagate, disseminate, create unity in awareness and high consensus in effectively organizing the implementation of the Provincial People's Council resolutions. The provincial People's Council delegates, in appropriate forms, inform voters in the province about the results of the session, regularly maintain close contact, listen to and honestly reflect the opinions and aspirations of voters, actively urge and supervise the settlement of recommendations, complaints and denunciations of citizens, and encourage people to well implement the Party's guidelines and policies, the State's and the province's policies and laws. The provincial People's Committee urgently directs the effective implementation of resolutions to ensure publicity, transparency and compliance with legal regulations; continues to direct the review, research, development and proposal of amendments, adjustments and promulgation of mechanisms and policies to submit to the provincial People's Council at the next session. The Standing Committee, committees, delegation groups and delegates of the provincial People's Council continue to enhance their roles and responsibilities in performing the function of supervising the observance of the law and the implementation of resolutions of the provincial People's Council passed at the session; in which attention is paid to innovation, improving the quality of issuing resolutions and supervising the implementation of mechanisms and policies to promote socio-economic development of the province. All levels, sectors, localities, units and people of the whole province continue to uphold the spirit of responsibility, solidarity, creativity, unity, and consensus, promote patriotic emulation movements, strive to fulfill well the tasks and solutions of the Party Committees and local authorities to successfully and comprehensively implement the socio-economic development goals and tasks in 2024.

The meeting passed 12 important resolutions: 1. Resolution on approving the policy of rearranging commune-level administrative units in Thai Binh province for the period 2023 - 2025. 2. Resolution on stipulating support policies for commune-level cadres, civil servants, public employees, and part-time workers at the commune level who are redundant due to the implementation of the rearrangement of commune-level administrative units in Thai Binh province in the period 2023 - 2025. 3. Resolution on promulgating regulations on authority to decide on procurement for procurement estimates under the management scope of Thai Binh province. 4. Resolution on regulations on policies to support high-quality vocational training programs, vocational training in the list of encouraged training occupations and tuition support for continuing education programs at high school level for junior high school graduates to continue studying at intermediate level in Thai Binh province. 5. Resolution on supplementing the list of projects requiring land acquisition for socio-economic development for national and public interests in Thai Binh province in 2024. 6. Resolution on changing the purpose of using rice-growing land and protective forest land to implement projects in Thai Binh province. 7. Resolution on dismissal from the position of Vice Chairman of the Provincial People's Committee, term 2021 - 2026. 8. Resolution on approving the proposal to elect additional positions of Vice Chairman of the Provincial People's Committee, term 2021 - 2026. 9. Resolution confirming the election results for the position of Vice Chairman of the Provincial People's Committee, term 2021 - 2026. 10. Resolution on dismissal of Provincial People's Committee member, term 2021 - 2026. 11. Resolution approving the proposal to elect additional members of the Provincial People's Committee, term 2021 - 2026. 12.
