- Comrade Tran Minh Luc: The Provincial People's Council held the 20th Session to approve a number of necessary and urgent contents to meet the requirements of socio -economic development of the province, under the authority of the Provincial People's Council to decide. In particular, there are 2 important contents, specifically: Draft Resolution amending and supplementing a number of articles of Resolution No. 02/2020/NQ-HDND dated May 19, 2020 of the Provincial People's Council approving the Price List of land types for the period 2020-2024 in Ninh Thuan province and draft Resolution giving opinions on the medium-term public investment plan for the period 2026-2030
Regarding the land price list, according to the provisions of the 2024 Land Law, the Provincial People's Committee is preparing the contents and procedures according to the regulations and submitting to the Provincial People's Council for approval of the new land price list at the end of 2024 session. However, to ensure the requirements of socio-economic development in 2024, at the request of the Provincial People's Committee, it is urgent to submit to the Provincial People's Council for consideration and decision at this session on how to calculate and adjust the agricultural and non-agricultural land price list as follows: The adjusted land price is equal to the land price in the land price list issued with Resolution No. 02/2020/NQ-HDND dated May 19, 2020 of the Provincial People's Council multiplied by the land price adjustment coefficient in 2024 prescribed by the Provincial People's Council in Resolution No. 35/2023/NQ-HDND dated December 14, 2023 to form a new land price list after adjustment to be applied in 2024. The Provincial People's Council will consider, discuss and decide at the 1st session. 20.
Regarding the medium-term public investment plan for the period 2026-2030, implementing Directive No. 25/CT-TTg dated August 8, 2024 of the Prime Minister on making a medium-term public investment plan for the period 2026-2030; based on the assessment of the implementation of the public investment plan for the period 2021-2025, the Provincial Planning for the period 2021-2030, with a vision to 2050, the Provincial People's Committee develops a public investment plan for the period 2026-2030 with a capital of VND 21,908,055 million, submit to the 20th session for consideration, discussion and decision; Public investment capital for the 2026-2030 period must ensure that it meets the requirements for developing the province's key, breakthrough and spearhead sectors as identified in the Provincial Planning for the 2021-2030 period, with a vision to 2050, and the major orientations of the Provincial Party Committee on socio-economic development to 2030 and the following years; focusing on promoting the development of key, breakthrough and spearhead sectors such as marine economy, tourism, urban economy, digital economy, etc.

- Comrade Tran Minh Luc: The 20th session has many important contents, which are meaningful to the socio-economic development of the province in the short and long term, directly affecting people, organizations and businesses in 2024 and for the whole period. To improve the quality and effectiveness of the session, the Standing Committee of the Provincial People's Council directed the thorough preparation of session documents. Accordingly, it directed the posting of session documents on the session document software and the Provincial People's Council Electronic Information Portal so that delegates have time to study and voters are interested in following the content of the session.
With the documents and contents of the meeting sent to the delegates for study in advance, at the meeting, we hope that the delegates will continue to study the documents thoroughly; actively participate in discussions, contribute specific and frank opinions to help the Provincial People's Council have a basis to pass resolutions that are feasible, close to the practical situation, create an important driving force contributing to socio-economic development in the coming time and create high consensus among voters and people in the province.
