Session II, Quang Ninh Provincial Children's Council

On August 7, the Quang Ninh Provincial Children's Council held the 2nd Session of the Quang Ninh Provincial Children's Council, term II, 2023-2027, with the theme: Quang Ninh Children with the hypothetical meeting of "Children's National Assembly". Attending the meeting were comrades: Nguyen Pham Duy Trang, Secretary of the Central Youth Union, Chairman of the Central Youth Union Council; Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation.

Leaders of the Central Youth Union, Central Council of Young Pioneers and Quang Ninh province exchanged and talked with members of the Children's Council of Quang Ninh province.

Implementing the Law on Children 2016, in order to concretize the national action program, carry out activities to promote children's right to participate in children's issues, at the meeting, members of the Provincial Children's Council contributed and participated in discussions on the topics: Preventing and combating school violence, creating a safe environment for children; preventing and combating the harmful effects of tobacco and stimulants in the school environment through written presentations.

With an open, constructive and frank spirit of contribution, there were a total of 52 opinions at the meeting, analyzing, evaluating and identifying the concerns and aspirations of children on the above two topics. At the same time, from there, propose solutions to strengthen the work of protecting, caring for, educating and promoting children's rights in general and preventing and combating school violence; preventing and combating the harmful effects of tobacco and stimulants in the school environment in particular. Although this is a hypothetical meeting, all the opinions expressed are real and vivid, expressing the thoughts, wishes and aspirations of children.

Speaking at the meeting, comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, expressed his gratitude and trust to the Central Council of Young Pioneers for choosing Quang Ninh as one of the five provinces and cities (along with Ho Chi Minh City, Hanoi, Binh Dinh, Yen Bai) in the country to pilot the construction of the Children's Council model.

With the spirit of giving the best to children, in recent years, Quang Ninh province has paid special attention to the work of protecting, caring for and educating children. The province's action programs for children have set many important goals to promote the implementation of children's rights, improve the quality of protection, care and education of children; prioritize resources, invest heavily in the fields of health and education, ensure the needs of medical examination and treatment and learning needs for all children... Up to now, the goals for children have achieved many desired results, the development indicators of children have clearly changed over the years.

However, the work of protecting, caring for and educating children in the province still has many issues that need continued attention and more drastic participation to ensure children's rights, so that children can live in peace, happiness, love, and comprehensive development. Therefore, he highly appreciated the effectiveness of the Children's Council model deployed by the Central Youth Union and the Central Council of the Young Pioneers in recent times.

The model has played a good role as a bridge to help all levels and sectors grasp and resolve children's legitimate concerns, aspirations and recommendations; mobilize the attention and support of social forces in the work of protecting, caring for and educating children. This is also considered an important information channel to support the Party committees and authorities of Quang Ninh province in the process of designing, building and perfecting effective policies, programs and guidelines related to children.

Recognizing and evaluating the way Quang Ninh has done, comrade Nguyen Pham Duy Trang, Secretary of the Central Youth Union, Chairman of the Central Council of the Young Pioneers affirmed: The Quang Ninh Provincial Children's Council has really promoted its effectiveness, creating an environment and conditions for children to express their voices and aspirations, thereby helping relevant agencies and organizations have more useful information, perfecting mechanisms and policies on children in accordance with the needs and aspirations of children.

With 55 members from 9 to 16 years old, ensuring diversity in composition, gender structure, ethnicity, disadvantaged children, children in difficult circumstances... representing districts, towns and cities in the province, the Quang Ninh Provincial Children's Council has truly become an organization representing the rights and interests of children in the province. The diversity of gender, ethnicity and living conditions in the composition of the Children's Council not only ensures representation for all children, but also promotes understanding, mutual respect and building a united community. This helps children develop communication skills, leadership and a sense of social responsibility.
