COMMEMORATING THE 78TH ANNIVERSARY OF UNCLE HO'S VISIT TO CAM RANH BAY (October 18, 1946 - October 18, 2024): An important event in the heroic history of the nation

The event of President Ho Chi Minh coming to Cam Ranh Bay to meet with French High Commissioner D'Argenlieu was an important historical event in his rich, great, and glorious revolutionary life, especially in the field of diplomatic struggle. That event will forever go down in the heroic history of our nation. This was the only time he returned to the South since leaving Nha Rong port to find a way to save the country, and Khanh Hoa province was the locality honored to bear his footprints.

The battle of wits on the diplomatic front

On May 31, 1946, at the invitation of the French Government, President Ho Chi Minh set out to visit France. On the same day, the delegation of the Government of the Democratic Republic of Vietnam led by comrade Pham Van Dong also set out for official negotiations with the French Government. After the Fontainebleau conference (from July 6 to September 10, 1946) ended without achieving the expected results, on September 13, 1946, the delegation of the Government of the Democratic Republic of Vietnam returned home. To show goodwill for peace and gain more time for reconciliation, President Ho Chi Minh negotiated and signed with the representative of the French Government the Provisional Agreement of September 14, 1946. After 3 days of signing the Provisional Agreement of September 14, 1946, on September 18, 1946, President Ho Chi Minh set out for home on the French Navy ship Dumont D' Urville. The French High Commissioner in Vietnam, D'Argenlieu, sent a telegram inviting President Ho Chi Minh to meet at Cam Ranh Bay on his way back from France to discuss the implementation of the Provisional Agreement.

On October 18, 1946, the ship Dumont D'Urville brought President Ho Chi Minh to Cam Ranh Bay. On the cruiser Suffren, the French High Commissioner D'Argenlieu welcomed President Ho Chi Minh. Stepping onto the Suffren, Uncle Ho wore his familiar white khaki suit, carried a cane and a simple light yellow hat with a leisurely, relaxed demeanor. On the Suffren, on the historic day of October 18, 1946, two events took place: the meeting and reception for President Ho by D'Argenlieu and the press conference.

The meeting between President Ho and French High Commissioner D'Argenlieu discussed how to implement the provisions of the September 14 Provisional Agreement, and reached an agreement on a number of points. D'Argenlieu agreed to appoint a representative of the Vietnamese Government to coordinate the implementation of the ceasefire. President Ho firmly opposed and refused D'Argenlieu's request that the Vietnamese army in the South withdraw to the North. President Ho rejected the above request based on the principle of protecting the sovereignty and territorial integrity of the Democratic Republic of Vietnam.

The party on the warship in Cam Ranh Bay could be said to be a very clever party of Uncle Ho. Uncle Ho sat between the Admiral of the Navy on one side and the Marshal of the French Army on the other. D'Argenlieu smiled, his voice sarcastic and insinuating: Mr. President, you are being confined in the frame of the army and the navy. President Ho smiled and replied: But you know, Admiral, it is the painting that makes the frame valuable. D'Argenlieu said again: The President is very familiar with the sea, perhaps I should give him the title "Little Sailor" as the French army affectionately gave Napoleon the name "Little Captain" . Uncle Ho immediately replied: "Yes, the little sailor of the Vietnamese Navy".

In the press conference, President Ho reaffirmed his resolute stance in fighting for Vietnam's complete independence and unification. Responding to D'Argenlieu's statement "If Vietnam were in the French Union, I would give you the title of great friend of France" , President Ho said "We are not satisfied with the Preliminary Agreement of March 6 because our Fatherland is not yet completely independent. But we will gain complete independence. Regarding the recent Provisional Agreement of September 14, we hope that the French will also honestly implement it like us" .

On the afternoon of October 19, 1946, the ship Dumont D' Urville weighed anchor leaving Cam Ranh Bay and brought Uncle Ho to Hai Phong port on October 21, 1946. Tens of thousands of people from Hai Phong and neighboring coastal provinces brought flags and banners to stand crowded at the port and along both sides of the road to welcome Uncle Ho.

The event of President Ho Chi Minh going to Cam Ranh Bay to meet French High Commissioner D'Argenlieu was an important historical event in his rich, great, glorious revolutionary life, especially in the field of diplomatic struggle and will forever go down in the heroic history of our nation. From preventing the extremist actions of the Chiang army in the North, reconciling with France to push the Chiang army back home, signing the Preliminary Agreement of March 6 and then the Provisional Agreement of September 14 and meeting French High Commissioner D'Argenlieu on Cam Ranh Bay in 1946, President Ho Chi Minh and his students made an outstanding contribution to protecting the sovereignty and young independence of the Democratic Republic of Vietnam while our position and strength were still weak, at the same time creating conditions to take advantage of time to build revolutionary forces to cope with a situation that could worsen; raising the position of our country at that time with other countries in the world.

The rich, vibrant but extremely complex diplomatic activities during this period (including the meeting between President Ho Chi Minh and French High Commissioner D'Argenlieu on Cam Ranh Bay) of the Party, the Government and President Ho Chi Minh became a model of the strategy of fighting many enemies at the same time, taking advantage of contradictions within the enemy ranks, reconciling and winning over the forces that could be won over, even temporarily, in order to preserve and consolidate the democratic republic, gradually leading the revolution through the dangerous situation. The meeting with French High Commissioner D'Argenlieu and previous diplomatic activities in 1946 showed that President Ho Chi Minh and our Party tried their best to find a peaceful solution, trying to avoid a war for the nation, knowing how to make concessions, even temporarily retreating at the necessary time to create conditions to continue moving the Vietnamese revolution forward. President Ho Chi Minh and our Party always adhered to the principle of firmly grasping the strategic line and determinedly pursuing the highest goal of the nation: independence, freedom and socialism; when the enemy did not accept it and wanted to use war to destroy the independence and unification of the country, President Ho Chi Minh was also very determined to lead the entire Party, the entire people and the entire army to stand up and take up arms to fight against the invading enemy to protect the independence and freedom that had just been won.

Remember the gratitude

Throughout his life, Uncle Ho's affection for the country and the South was always deep and profound. We are so moved when we remember the words coming from Uncle Ho's heart: "The image of the beloved South is always in my heart". In response to Uncle Ho's deep and sacred feelings, as well as the whole country, the Party Committee and the People of Khanh Hoa expressed their boundless love and deep gratitude to Uncle Ho, wholeheartedly following the path that Uncle Ho chose, always "Living, fighting, working and studying following the example of great Uncle Ho".

In 2006, on the occasion of the 60th anniversary of Uncle Ho's visit to Cam Ranh Bay, the Provincial Party Committee coordinated with the Vietnam Institute of History, the Party History Research Institute, the Military History Research Institute, Naval Region 4... to organize the Workshop "60 years since Uncle Ho's visit to Cam Ranh Bay". In response to the wishes of cadres, party members and people of Khanh Hoa province, on December 19, 2008, in Cam Ranh City, the province solemnly held the inauguration ceremony of the Uncle Ho Statue at October 18 Park. This action demonstrated the deep affection of the people of Khanh Hoa in particular, and the people of the South in general, for Uncle Ho.

Proud to be the locality honored to bear His footsteps, over the years, the Party Committee, government and people of Khanh Hoa have regularly studied and followed Ho Chi Minh's ideology, morality and lifestyle. In particular, after 3 years of implementing Conclusion No. 01, dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05 on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, with innovations in thinking and creativity in action, the work of promoting the study and following of Uncle Ho in the province has gradually gone into depth, had a strong influence, becoming a solid spiritual foundation, contributing to the successful implementation of the province's political, economic and social tasks.

The 78th anniversary of Uncle Ho's arrival in Cam Ranh Bay is an opportunity for every cadre, party member, and Khanh Hoa people to continue to express their respect, gratitude, pride, and steadfast belief in the glorious Party, the glorious revolutionary cause of the great President Ho Chi Minh, and the heroic Vietnamese people; affirm the role and mission of the Party in the national revolutionary cause, firmly leading our nation to continue to comprehensively and synchronously promote the cause of innovation, construction, and defense of the socialist Vietnamese Fatherland; join hands and make efforts to successfully implement the Resolution of the 13th National Party Congress, the Resolution of the 18th Provincial Party Congress, and compete to achieve achievements to welcome the Party Congresses at all levels, towards the 19th Provincial Party Congress, the 14th National Party Congress.
