Comrade Nguyen Dinh Vinh - Deputy Director of the State Bank of Vietnam, Branch 3, said: To promote cashless payments, the unit has proactively advised the Provincial People's Committee to issue plans and documents guiding the implementation of cashless payments. At the same time, closely coordinate with departments, branches, localities and credit institutions to synchronously deploy many solutions to develop electronic payments.

From there, it makes it easier for people to access modern financial services. In particular, non-cash payment is not only limited to administrative transactions but is increasingly popular in people's daily lives. From buying and selling at markets, small shops to paying for essential services, people use non-cash payment.

A typical example is the cosmetics store of Ms. Tran Thi Sam's family (at 026 Tran Phu Street, Tan Phong Ward). Every day, the store welcomes dozens of customers to buy products. In order to facilitate transactions, Ms. Sam proactively contacted the bank to register a QR Code, helping customers to easily pay.

Ms. Sam confided: "In the past, after selling goods, I had to count money and return the change, which was very difficult and easy to make mistakes. Now, customers just need to scan the QR code and it's done, quickly and without worrying about counterfeit money. Many people who come to buy goods also use e-wallets or transfer money, so I find it very convenient and secure." Not only sellers, but consumers are also gradually changing their spending habits. Ms. Dinh Thi Bay (in Zone 2, Than Uyen Commune) shared: "I am used to using a bank account and e-wallet. Now, paying electricity bills, school fees for children or buying things in the supermarket only requires a phone, so it is very convenient."

The development of non-cash payments in the province is not only an inevitable trend but also an important political task in the process of promoting comprehensive finance. Along with that, the banking industry also promotes cooperation with fee collection units in the public, health and education sectors to implement payments via bank accounts. The rate of online fee and charge payment records in handling administrative procedures on the National Public Service Portal has grown strongly, from only 0.2% in 2022 to 10.37% in 2023. In the first 9 months of 2025 alone, the rate of online payment records accounted for 60.75%.

To realize that goal, the banking sector will focus on expanding electronic payment infrastructure to the commune level; encouraging banks to cooperate with telecommunications enterprises to develop digital financial services; expanding QR payment acceptance points at markets, small retail stores and essential service providers. At the same time, promoting the implementation of cashless payments in areas such as education , health, transportation, and social insurance.

In addition, the banking sector will coordinate with local authorities and socio-political organizations to strengthen propaganda and guide people to open accounts, access and use digital banking. In particular, it will focus on supporting vulnerable groups and people in remote areas to raise awareness and form habits of using digital financial services proactively and sustainably.

With the synchronous participation of the entire political system, the banking sector and the positive response from the people, it is hoped that in the coming time, the province will realize the goal of cashless payment and comprehensive finance. This is a solid foundation for sustainable socio -economic development in the digital age.
