Carry out 2 metro projects to old Binh Duong under new mechanism

The two metro projects to Binh Duong (old) will not have to make an investment decision but will immediately establish an investment project. This is a breakthrough in the way of making metro, benefiting from the 2025 Railway Law (amended).

The Ho Chi Minh City People's Committee has just decided to assign the City Urban Railway Management Board to be the investor and prepare investment for metro projects No. 1 (Binh Duong New City - Suoi Tien) and metro projects No. 2 (Thu Dau Mot - Hiep Binh Phuoc ).

Develop detailed plans to implement metro projects

The Ho Chi Minh City People's Committee assigned the City Urban Railway Management Board to urgently organize the preparation of feasibility study reports for the above projects; submit for appraisal, approval and implementation of the next steps in accordance with legal regulations.

At the same time, develop detailed plans for project implementation (detailed monthly, quarterly, and annual plans), report to the City People's Committee and relevant departments and agencies. Be responsible for organizing, managing, and implementing projects to ensure compliance with objectives, quality, investment efficiency, and legal regulations, meeting the set schedule and plans.

The Department of Construction is assigned to review and advise the City to adjust relevant plans, including the TOD area plan (if any). Guide the Ho Chi Minh City Urban Railway Management Board to prepare, submit for appraisal and approval of investment projects; do not let incomplete project approval procedures slow down the project implementation progress.

Based on the project route plan and project location on the urban railway line, the Department of Agriculture and Environment reviews the land fund and land use plan in the TOD area, and advises the City People's Committee on the process and procedures for exploiting land fund in the TOD area.

With enough capital, localities can decide to invest in metro.

In fact, from Resolution 188 of the National Assembly , Ho Chi Minh City is applying special mechanisms to develop a plan to invest in a 355km metro line to be completed by 2035. The list of projects subject to the resolution is from metro line 1 (extended) to metro line 7.

Notably, the National Assembly recently passed the Railway Law 2025, adding a number of specific mechanisms and policies to invest in railway development, including urban railways. When applying the new regulations effective from July 1, the two metro projects to the old Binh Duong do not have to make investment policy decisions.

According to the new regulations, for local railway projects, local railway projects following the TOD urban development model, the provincial People's Committee has the authority to organize the preparation, appraisal, investment decision and adjustment decision according to the same order and procedures as group A projects managed by the locality according to the provisions of relevant laws.

This new regulation aims to promote decentralization, delegation of power, and shorten procedures according to the motto "locality decides, locality acts, locality is responsible".

Regarding the project progress update to date, metro line 1 (Binh Duong New City - Suoi Tien) has a total length of more than 29km, all elevated. The total estimated investment for the project is 46,725 billion VND. The line starts at station S1 (the center of the old Binh Duong New City), ends at Suoi Tien station - the final point connecting to metro line 1 (Ben Thanh - Suoi Tien).

This route is expected to have 17 stations and share the Long Binh depot of metro line 1 (Ben Thanh - Suoi Tien). Before the Railway Law 2025 (amended) took effect, the project had its pre-feasibility study report completed by the State Appraisal Council and submitted to the Government.

Metro line No. 2 (Thu Dau Mot - Hiep Binh Phuoc) has a total investment of about 50,425 billion VND, and has also been appraised by the local internal appraisal council. The project is more than 21.8 km long (elevated) with 13 stations and a depot shared with metro line No. 3 of Ho Chi Minh City in Hiep Binh Phuoc (now Hiep Binh ward).

After the merger, Ho Chi Minh City has a metro network of 1,012km long.

According to the plans approved by the Prime Minister, the urban railway network of Ho Chi Minh City is about 1,012km long. Specifically, before the merger, Ho Chi Minh City had 12 urban railway lines with a total length of about 582km. Binh Duong area has 12 lines with a length of 305km, Ba Ria - Vung Tau area has 3 lines with a length of 125km.

Currently, Ho Chi Minh City is reviewing and adjusting the master plan until 2040, with a vision to 2060. This includes reviewing the overall urban railway network planning according to a new model and vision - in line with the expansion of administrative boundaries.
