According to the people's feedback, on August 16, 2024, we were present in Lam Ca commune to investigate the above issue. Based on the people's information, we found our way to the pig farm of Rutech Livestock Joint Stock Company on the hill in Binh An village, Lam Ca commune. When we arrived at the area about 500m from the farm, we felt an unpleasant stench.
Talking to us, Ms. D.TT (75 years old), a resident of Binh An village, Lam Ca commune, was upset: For about 2 months now, there has been a faint, unpleasant stench coming from the pig farm of Rutech Livestock Joint Stock Company. Every day around 3am to 4am, especially in hot and humid weather like this time, the stench becomes even stronger and flies straight into the house, making it unbearable for my family. Recently, I myself have to wear a mask to sleep to reduce the unpleasant smell.

In the same situation, Mr. HTS, a resident of Pac Van village, Lam Ca commune, confided: My family lives less than 1km from the above pig farm. For the past 2 months, every morning at dawn, the air is filled with a foul, unpleasant smell. My wife and I have a small child, so the family is very worried about his health. In addition, in the past, people in Pac Van village and some neighboring villages often used Luc Nam river water for bathing and washing, but now no one dares to use river water for daily activities because wastewater from the pig farm is led into the river, polluting the water source.
Learning more from many people, we learned that since the commercial pig farm of Rutech Livestock Joint Stock Company in Binh An village, Lam Ca commune started raising pigs (about 2 months ago), the air in the village has started to smell bad.
In addition, waste from pig farming activities also flows into the river and the area smells bad, making people no longer dare to use river water for daily activities.

It is known that because the surrounding river water has a smell and is suspected of being polluted, in order to have water for daily use, from June 2024 until now, many households in Binh An and Pac Van villages of Lam Ca commune have had to drill wells. Although there are no complete statistics, according to our research, in Pac Van and Binh An villages alone, 15 households have had to drill wells because they can no longer use river water; each well costs from 20 to 30 million VND.
However, drilling wells still incurs costs due to drilling in the wrong location for water. “Lucky households can drill 1-2 times to have water to use. Some households have to drill up to 11 times to have water,” added Mr. HTS, a resident of Pac Van village, Lam Ca commune.
Mr. Do Quang Huan, Party Cell Secretary, Head of Binh An Village, Lam Ca Commune, said: The village has 84 households living, over 60% of which reported air and water pollution due to pig farming activities at the Rutech Livestock Joint Stock Company farm. Faced with this reality, we have made a recommendation to the Commune People's Committee and requested that the Commune People's Committee make a recommendation to competent authorities and agencies to come up with solutions to handle and overcome the problem. However, up to now, the pollution situation has not been resolved, people continue to suffer from the stench, their lives and health are seriously affected.

According to the investigation, on July 19, 2024, Lam Ca Commune People's Committee established a working group to conduct a field inspection of pig farming activities at the above farm.
At that inspection, there were representatives of 4 villages in the commune, including Mr. Do Quang Huan, Party Cell Secretary, Head of Binh An Village, Lam Ca Commune. From the information recorded at the above working session, Mr. Huan provided some information related to the activities of the pig farm.
Accordingly, at that time, the scale of 30 barns and wastewater treatment system of Rutech Livestock Joint Stock Company had not been completed, some tanks and wastewater treatment tanks were still under construction.
However, the company still conducts experimental breeding in 12/30 barns, with more than 6,000 commercial pigs. At the same time, wastewater is still discharged into the environment through pipes and drainage ditches built and installed by the company.

According to research, Lam Ca commune has 17 villages, of which 8 villages are affected by environmental pollution from the pig farm of Rutech Livestock Joint Stock Company.
The affected villages include: Pac Van, Binh An, Binh Giang, Binh Ca, Khe Chim, Thong Nhat, Khe Ca and Ban Lan; of which the three villages of Pac Van, Binh Giang and Binh Ca are the most severely affected. Pac Van and Binh Ca are densely populated and have the commune's agencies and schools. This has been causing anxiety and frustration for hundreds of households.
Talking with Mr. Nguyen Thanh Giang, Vice Chairman of the Commune People's Committee, we learned that the commercial pig farm of Rutech Livestock Joint Stock Company has not officially come into operation yet, and is currently in the process of experimental farming.
The Commune People's Committee has received petitions from many local residents about the environmental pollution caused by the pig farm of this company. Following the direction of the District People's Committee, in July 2024, the Commune People's Committee conducted a preliminary survey of some items of the farm and proposed that the District People's Committee directly inspect and propose a solution.
On August 14, 2024, the People's Committee of Dinh Lap district established an inspection team and conducted a field inspection at the farm of Rutech Livestock Joint Stock Company on August 16, 2024.
According to the inspection results of the People's Committee of Dinh Lap district, some items of the farm such as: biological treatment tank; manure storage house; manure collection pit are still in the process of completion. Besides, there is a foul smell coming from the area behind the rows of livestock barns.
It is worth noting that the project has not yet been granted an environmental license and has not yet obtained a certificate of eligibility for livestock farming. However, the farm is still conducting "experimental" farming of commercial pigs in large numbers.
Mr. Nguyen Chien Hiep, Vice Chairman of Dinh Lap District People's Committee, said: Currently, the District People's Committee has compiled the inspection results of the pig farm operations of Rutech Livestock Joint Stock Company and reported to competent authorities for consideration and guidance to the District People's Committee to come up with the earliest solution.
It can be seen that the pig farm managed by Rutech Livestock Joint Stock Company, although not having all the required licenses, has been showing signs of environmental pollution, seriously affecting the health, life and activities of the people. Therefore, it is necessary to have timely intervention of the authorities to verify and clarify the reflection of the people in Lam Ca commune, Dinh Lap district. From there, there will be the earliest solution to ensure the environment for people to live and work.
The commercial pig farm project in Lam Ca commune, Dinh Lap district was approved by the Provincial People's Committee in Decision No. 570/QD-UBND dated March 4, 2021. The investor implementing the project is Rutech Livestock Joint Stock Company. The project location is in Binh An village, Lam Ca commune, Dinh Lap district; the designed scale of the pig farm is 60,000 pigs/year; the total investment capital is over 230 billion VND. |
