Lam Dong declares emergency situation regarding natural disasters at Mimosa Pass and National Highway 20

On the morning of November 20, Lam Dong Provincial People's Committee issued a Decision to declare a natural disaster emergency situation for the section Km226+600 to Km226+800 (Mimosa Pass) and the section Km249+932 to Km249+968, National Highway 20 in the province.

These are two locations where serious landslides occurred due to the impact of heavy rains, lasting from the evening of November 15 to the morning of November 19, directly threatening traffic safety and people's lives.

Specifically, at 11:00 p.m. on November 19, at the section from Km226+600 to Km226+800 (right of the line), the negative slope and the roadbed and surface continued to collapse with a length of about 70m and a depth of 40m, breaking the entire roadbed, surface and negative slope, within the scope of the landslide on November 18.

At section Km249+932 to Km249+968 on the left side of the route: Landslide on the roadbed slope with a length of about 36m, about 6m deep; the road surface has subsided about 30cm, at risk of widening.

Lam Dong Provincial People's Committee requested to immediately deploy emergency measures to respond and overcome the consequences, in order to ensure traffic safety, limit damage to property and people's lives caused by natural disasters or construction incidents.

Specifically, put up danger warning signs, strictly prohibiting organizations and individuals without authority to enter the danger warning area; evacuate households around the landslide area to a safe place. At the same time, organize a 24/7 on-duty team at the construction site; monitor, track and evaluate the development of natural disasters; displacement, cracks, and landslides at the construction site.

In addition, organize traffic flow and lane division, ensure traffic circulation and safety when participating in traffic; determine the cause and propose solutions to handle, repair and overcome to ensure immediate traffic, no congestion.

At the same time, it is necessary to regularly update the weather situation, natural disaster developments; displacement and cracking of construction items, and promptly report to the Provincial People's Committee and the Provincial Civil Defense Command for information and direction.

The Provincial People's Committee also assigned specific responsibilities to relevant units. In particular, the Department of Construction was assigned to direct relevant units to maintain warnings at the section Km226+600 to Km226+800 (Mimosa Pass) and the section Km249+932 to Km249+968, National Highway 20.

Along with that, arrange permanent staff to monitor the current status of landslides and coordinate traffic flow; ensure traffic circulation and implement safety measures for people and vehicles participating in traffic through the route.

The Department of Construction coordinates with Project Management Board 85 - Ministry of Construction (project investor) and related units to survey, evaluate, and determine the preliminary cause; propose solutions to handle and resolve the immediate traffic problem to advise the Provincial People's Committee to issue an Emergency Construction Order.

The People's Committee of Xuan Huong Ward - Da Lat coordinates with relevant agencies to resolutely organize relocation (forced relocation if necessary), immediately evacuate households in the foothills, mountains, and areas with steep slopes and dangers in the above-mentioned landslide areas, to ensure absolute safety for people's lives and property.

After announcing the evacuation of people from the landslide area, it is responsible for maintaining a 24/7 guard force and absolutely not allowing people to return until safety is ensured.

At the same time, direct the Civil Defense Committee, Police, and Military Command to arrange forces to be on duty 24/7, organize traffic flow, be ready to participate in search and rescue, and guard the construction area to coordinate with the Department of Construction in the process of handling incidents.

The Provincial Civil Defense Command coordinates with relevant units and localities in monitoring natural disaster developments and the implementation of disaster response solutions.

Departments, branches, sectors, the Provincial Military Command, and the Provincial Police, according to their functions and duties, proactively develop emergency response plans and overcome the consequences of natural disasters.
