Lam Ha effectively implements the Grassroots Democracy Regulations

Comrade Nguyen Van Dau - Chairman of Lam Ha District People's Committee said: "In 2024, the implementation of democracy at the grassroots level in Lam Ha district has been paid attention to by Party committees and authorities from the district to communes and towns, effectively led and directed, with the coordination of the entire political system. Along with that, the Fatherland Front and socio-political organizations from the district to the grassroots level innovate the content and methods of operation, unite and gather people to promote democracy, respond to the implementation of patriotic emulation movements, the emulation movement "Skillful mass mobilization" in building new rural areas and campaigns launched by the district. At the same time, the authorities from the district to communes and towns will strengthen the direction of implementing democracy at the grassroots level in conjunction with promoting the mass mobilization work of the government and administrative reform; strengthen the work of receiving people and organizing dialogues with the people, promptly and effectively resolving petitions, complaints and denunciations of citizens according to regulations".

In 2024, the programs for coordinating the implementation of mass mobilization work in the political system operated in a disciplined manner; the work of grasping the aspirations and thoughts of the people of all walks of life was given attention to in order to advise the Party Committee on measures to lead and direct all levels and sectors to effectively carry out local political tasks; the implementation of the Grassroots Democracy Charter was given attention; the work of mass mobilization of the government had many positive changes, going into depth; the work of ethnic and religious groups was given attention; the ethnic and religious situation in the district was stable.

Up to now, the district has built 75 self-management models in the residential community in the fields of socio -economic development and security and order protection; including 26 models of the masses participating in security and order at the grassroots level, 38 civilian protection teams with 197 members and 104 grassroots mediation teams.

Along with that, the results of administrative procedure settlement in the district so far have received 34,527 records, 460 records from the previous period have been transferred. The district has settled 34,291 records, settled 34,204 records on time, reaching 99.7%; settled 87 records late, accounting for 0.3%; the number of records being settled is 696 records, within the deadline is 691 records, overdue is 5 records.

During the year, the People's Inspectorate organized supervision and inspection of 53 cases at the grassroots level, thereby detecting no cases with signs of violations. The Community Investment Supervision Board organized supervision of 139 construction investment projects in communes and towns using capital contributed by the people, capital jointly invested by the state and the people, and a number of projects with 100% state capital.

The campaign to support the "For the Poor" Fund raised 2.4 billion VND, reaching 115% of the plan assigned by the province, mobilizing the relief fund of 6.4 billion VND; mobilizing the fund to eliminate temporary and dilapidated houses of 274 million/3.6 billion VND in 2024, the province's fund transferred 3 billion VND. In 2024, Steering Committee 867 of Lam Ha district coordinated with Steering Committee 502 of the province to organize mass mobilization campaigns to support the livelihoods of ethnic minority people to escape poverty and develop the socio-economy; promote the Movement "Join hands to eliminate temporary and dilapidated houses" in 2024.

Up to now, the whole district has 14/14 communes meeting new rural standards, 2 towns meeting urban civilization standards, 4/14 communes recognized as meeting advanced new rural standards and 2/14 communes recognized as meeting model new rural standards ineducation .

Implementing grassroots democracy in the activities of State administrative agencies and public service units has been effectively implemented by Party committees and authorities at all levels. The contingent of cadres, civil servants and public employees strictly implements discipline and public service discipline, enhances responsibility in serving the people; improves the quality and effectiveness of administrative procedure reform, innovates management and operation methods of the government; actively studies and follows the ideology, morality and style of Ho Chi Minh...

Pay attention to the inspection and supervision of the implementation of democracy at the grassroots level at the workplace, inspected 1 enterprise. Established an interdisciplinary team of the district to inspect the implementation of labor laws at 5 enterprises. Supervised 14 enterprises with trade unions in the payment of social insurance, health insurance, unemployment insurance and the implementation of the Trade Union Law 2012. Surveyed and worked with 4 business owners with a large number of workers to propagate the implementation of the grassroots democracy regulations; developed 235/250 new union members, reaching a rate of 94%; newly established 2/2 trade union organizations at non-state enterprises, reaching a rate of 100% of the plan... With the motto "people know, people discuss, people do, people inspect", the implementation of the democracy regulations in administrative agencies and public service units has been and is being directed by the Party Committees and authorities of Lam Ha district to be implemented seriously, effectively and systematically. The political system is consolidated, strengthened, and operates effectively; political security and social order and safety are maintained, rural security is ensured, creating consensus among the people in carrying out the tasks of economic and social development.
