At the conference, delegates were briefed on a number of contents on the arrangement and merger of the organizational apparatus; presented a draft report summarizing the implementation of Resolution 18-NQ/TW of the 12th Party Central Committee; and presented a plan for the arrangement and merger of the organizational apparatus.
Thereby, closely following the content of Resolution No. 18 of the 12th Party Central Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently, the Standing Committee of Lam Ha District Party Committee has led and directed Party committees, authorities, agencies, units and localities to thoroughly grasp and seriously implement the tasks and solutions set out in the Resolution and the programs and plans of the Provincial Party Committee and District Party Committee, ensuring the completion of the targets of the Resolution. Thereby, it has created positive changes in innovation, reorganizing the apparatus, improving the effectiveness and efficiency of the operations of agencies, units and organizations in the political system.
In effectively implementing the arrangement and consolidation of the organizational structure of affiliated agencies and units, it is necessary to ensure that they are compact, suitable to their functions, tasks and actual situation, associated with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees.
Specifically, for administrative agencies, up to now, the whole district has 24 agencies and units (1 unit less than in 2017); for public service units, the whole district currently has 75 public service units (13 units less than in 2017). Up to now, the whole district has 169 deputy heads (29 people less than June 30, 2017).
Implement well the streamlining of staff in accordance with regulations. Specifically, for the Party, Fatherland Front and socio-political organizations of the district (excluding the District Labor Federation), the total number of staff assigned in 2024 is 52 (excluding 4 contracts under Decree 68/2000/ND-CP), a decrease of 12 staff compared to the number of staff assigned in 2017 (18.75%). In the period 2016 - 2021, 9/64 staff assigned in 2015 will be reduced (13.2%); in the period 2022 - 2024, 3/55 staff assigned in 2022 will be reduced (5.45%).
For departments and professional units under the District People's Committee, the total number of positions assigned in 2024 is 103 positions, a decrease of 9 positions compared to the number assigned in 2017 (8.04%). In the 2016 - 2021 period, 12/117 positions assigned in 2015 will be reduced (10.03%); in the 2022 - 2024 period, 02/105 positions assigned in 2022 will be reduced (1.9%).
The number of people working at public service units under the District People's Committee, the total number of people assigned to work in 2024 is 2,188 people, a decrease of 353 people compared to the number of people assigned to work in 2017, a rate of 13.92%. In the period 2016 - 2021, there was a decrease of 242/2,532 people assigned in 2015 (a rate of 9.6%); in the period 2022 - 2024, there was a decrease of 102/2,290 people assigned in 2022 (a rate of 4.45%)...
At the conference, delegates focused on discussing and clarifying the results achieved in the past time, pointing out some difficulties and obstacles in the process of implementing tasks. At the same time, they agreed on the direction and tasks in 2025.

Concluding the conference, Comrade Nguyen Van Son - Secretary of Lam Ha District Party Committee requested that in the coming time, departments and branches need to continue to implement the targets and tasks according to the roadmap set out in the District Party Committee's plan and project on streamlining the organizational apparatus of the district's political system. Implement the arrangement and organization of a streamlined apparatus according to job positions in accordance with the functions, tasks and actual situation of the new agencies and units, to organize and carry out political tasks well.
In addition, strictly implement policies and regimes for cases of staff reduction. Regularly inspect and supervise the implementation of Resolutions 18 and 19 of the Central Committee, the Plan of the Provincial Party Committee and District Party Committee, promptly direct the removal of difficulties and obstacles in the implementation process.
