The 25th Congress of the Party Committee of the Vietnam Post and Telecommunications Group ( VNPT ), for the term 2025-2030, was held on the morning of May 26th in Hanoi. Member of the Politburo, Standing Deputy Secretary of the Government Party Committee, and Standing Deputy Prime Minister Nguyen Hoa Binh attended and directed the Congress. This was a model Congress for the Government Party Committee.
Attending the Congress were Deputy Secretary of the Government Party Committee Le Thi Thuy; Minister of Home Affairs Pham Thi Thanh Tra; leaders and representatives of central committees, ministries, branches, and agencies, along with nearly 220 official delegates - outstanding party members, representing the aspirations, will, and determination of more than 4,000 party members in the entire VNPT Party Committee.
The 25th Congress of the VNPT Group Party Committee took place at a time when the entire Group was enthusiastically celebrating the 80th anniversary of the postal and telecommunications industry. The Congress was of great significance, contributing to affirming VNPT's strong transformation over the past five years, from a traditional telecommunications and information technology group to a leading digital technology group in Vietnam, playing a leading and pivotal role in the national digital transformation.
The Congress is a political event of special significance in guiding the entire Party Committee, cadres, Party members, and employees of the Group to leverage the strength of unity and intelligence, continue to vigorously innovate leadership methods; strengthen the comprehensive leadership role of the Party Committee over the Group's key areas of work; resolutely innovate to achieve breakthroughs in enterprise development; and accompany the country in its rise in the digital age. This is also a pivotal stage for the Group in implementing the development strategy for the period 2025-2030, with a vision to 2035, which has been approved by the Government.

The Congress affirmed the comprehensive results achieved after five years of implementing the Resolution of the XXIV Congress. At the same time, the Congress also seriously and frankly addressed the limitations, shortcomings, and weaknesses; identified objective and subjective causes and drew lessons learned for the entire term.
During the 2020-2025 term, with the spirit of "VNPT - Unity, Solidarity, Responsibility," the Group's Party Committee focused on innovating operations; perfecting the economic management mechanism system; improving overall operational efficiency, and successfully fulfilling the resolutions set forth by the 24th Congress of the Group's Party Committee.
The Congress analyzed and assessed the advantages, difficulties, and challenges in the coming period, setting goals, directions, and specific tasks and solutions; thereby affirming the determination to uphold the heroic traditions of the postal industry; encouraging all cadres, Party members, and employees of the Group to work together, united in spirit and creativity to successfully achieve the set goals.
The key production and business targets set by VNPT in the Resolution of the XXIV Congress have been achieved and even exceeded. Specifically, the target for average revenue growth rate for the period 2020-2025 has been met; the annual profit targets assigned by the State Capital Management Committee at enterprises have been exceeded (109.9% in 2020, 104.4% in 2021, 108.5% in 2022, 105.3% in 2023, and 114.2% in 2024 have been met); the target for return on equity assigned by the State Capital Management Committee at enterprises has been met annually; and the target for contributions to the State budget has been exceeded.
Regarding Party building work, nearly 90% of grassroots Party organizations achieved good performance, reaching 112% of the set target; the percentage of Party members who performed well reached 98.6%, achieving 104% of the set target; 885 new Party members were admitted, reaching 177% of the admission target for the term.
During its term, the Group's Party Committee issued nearly 2,000 documents, including 115 resolutions, 36 programs, 70 plans, 954 decisions, 4 directives, 562 conclusions, 14 regulations, 23 rules, 3 procedures, 48 guidelines, and numerous documents providing comprehensive guidance on all aspects of Party building and the implementation of political tasks throughout the entire system. This served as the basis for the Board of Members and the Group's General Director to direct the restructuring of the organizational apparatus, effectively implement the corporate governance model, innovate internal mechanisms and business operation models; improve the quality of human resources; innovate, create, and effectively apply technology to production and business activities; and simultaneously create linkages, synergies, and close coordination among all divisions and units within the Group.

Under the comprehensive and decisive leadership and direction of the Group's Party Committee for the 2020-2025 term, VNPT has successfully implemented many core IT projects for the Government, ministries, and localities. Specifically, VNPT has deployed 11 platforms and 6 national-scale databases; deployed IOCs in 47 provinces and cities; implemented numerous digital transformation solutions in 63 provinces and cities, 15 ministries, agencies, and enterprises; and signed telecommunications and information technology cooperation agreements with 58 out of 63 provinces and cities. Through these projects, VNPT has affirmed its leading and key role in building and providing digital solutions for government agencies and state-owned enterprises.
For the 2025-2030 term, with the action slogan "Unity - Democracy - Discipline - Breakthrough - Development," the Party Committee of VNPT Group sets the goal: "Strongly innovate leadership methods, build a clean, strong, and comprehensive Party Committee of the Group; achieve breakthroughs in enterprise development; affirm the leading role of a pioneering technology group, accompanying the country in its rise in the digital age."
The Party Committee also set specific targets: Completing the revenue growth target assigned by the Prime Minister in the Development Strategy to 2030, with a vision to 2035; striving to achieve revenue targets, especially strategic service revenue, in line with the country's GDP growth during the term; completing profit targets, ROE targets, and total budget contributions assigned by the owning agency; striving to achieve over 80% of Party organizations rated as performing well or better and 95% of Party members rated as performing well or better; and recruiting 600 or more new Party members...
In his address to the Congress, Deputy Prime Minister Nguyen Hoa Binh commended the Party Committee of VNPT Group for its serious preparation of the Congress, ensuring adherence to the principles guided by the Central Committee and the Government Party Committee, and meeting the requirements and tasks set forth; he expressed basic agreement with the assessments of the results of the 2020-2025 term and the goals, tasks, and solutions for the 2025-2030 term.

Over the past five years, the global and regional situation has been extremely complex, with unpredictable natural disasters and epidemics having a profound impact on our country's economy. In particular, the COVID-19 pandemic caused a health crisis and disrupted global supply chains, affecting many countries, including Vietnam, which suffered severely in many aspects. Geopolitical instability and increased trade protectionism have reduced free trade and increased global instability. At the same time, Vietnam has consistently faced significant pressure in managing monetary and fiscal policies and maintaining macroeconomic stability…
In that challenging context, the Party Committee of VNPT Group closely followed the leadership and guidance of the Central Committee, the Government, and the superior Party Committee, demonstrating flexibility, creativity, and utmost effort to overcome difficulties, basically fulfilling the targets set forth in the Resolution of the Party Congress for the 2020-2025 term, maintaining stable growth, preserving and developing state capital, making important contributions to the national budget, and actively carrying out political tasks and social welfare activities; it has played a leading role in the deployment of e-government and national digital transformation; and at the same time, made important contributions to ensuring national defense and security, preserving national sovereignty, borders, and islands, including sovereignty in cyberspace…
With the results achieved in Party building and the implementation of political tasks as reported, it can be affirmed that the Group has successfully achieved the goal: "Innovating leadership methods, improving the organizational capacity of Party committees, building a clean and strong Party organization within the Group; developing enterprises effectively; affirming the leading role of the Group in digital transformation in Vietnam" as set forth by the 24th Party Congress of the Group.
"On behalf of the Standing Committee of the Government Party Committee, I warmly congratulate and commend the great and important achievements that the Party Committee and the entire system of the Group have achieved in the past term," said Deputy Prime Minister Nguyen Hoa Binh.
Besides the achievements, the Standing Deputy Prime Minister suggested that the Congress should also more clearly recognize, evaluate, and analyze the shortcomings and limitations of the past term, such as: The market share growth rate of some services has not met expectations. The restructuring progress of the Group is still slow. The information technology tools for management and operation, and the digital service ecosystem are not yet truly complete, synchronized, and optimized, lacking significant differentiation and superior competitive advantages. A portion of the workforce still does not meet the requirements of doing business in the digital environment. Labor productivity in some units is not high compared to advanced units in the industry...
"I suggest that you continue to analyze and clarify the causes, especially the subjective causes, in order to draw lessons and propose effective and prompt solutions to overcome these problems in the future," Deputy Prime Minister Nguyen Hoa Binh emphasized.
The Party Congress of the VNPT Group is taking place as the country is entering a new era. The Party and State are vigorously implementing many breakthrough policies and solutions, especially the revolution in streamlining organizational structures; focusing on prioritizing the development of science and technology and innovation; strongly developing the private economic sector, while continuing to effectively promote the leading role of the state-owned economic sector... with a spirit of self-reliance, self-strength, and deep, substantive international integration.
However, our country is still facing many difficulties and challenges, such as: tariff barriers, technology control, and protectionism. AI and automation technologies are helping to increase labor productivity, but they also pose potential threats to many industries, causing mass job losses if timely adaptation policies are not implemented . The world is increasingly demanding green development. The cost of transitioning to green technologies (such as renewable energy, clean technologies, etc.) requires large capital investments, increasing costs for businesses and the state budget...

This context presents both enormous challenges and opportunities for breakthrough development. Deputy Prime Minister Nguyen Hoa Binh emphasized that to transform challenges into opportunities, Party committees at all levels, officials, Party members, and employees of the Group must continue to strengthen their political resolve, make greater efforts, dare to think, dare to act, and dare to take responsibility; think deeply and act on a grand scale. They must continue to play their role as a leading state-owned economic group in telecommunications and information technology; a pillar and pioneer in the national digital transformation.
Highly appreciating the directions, objectives, tasks, and solutions outlined in the Political Report presented to the Congress, Deputy Prime Minister Nguyen Hoa Binh emphasized several additional issues for the Congress to discuss, further clarifying the tasks and solutions, thereby unifying the direction and goals to strive for in the next term.
Specifically, we must do a good job in Party building. We must continue to innovate the Party Committee's leadership methods, build a team of cadres and Party members who are truly exemplary in character, ethics, and lifestyle; and be role models in performing their professional duties. We must constantly strive to build a clean and strong Party organization in terms of ideology, politics, and revolutionary ethics. We must strengthen internal unity, expand democracy while improving organizational discipline, and strengthen inspection and supervision. At the same time, we must build a progressive, modern, and distinctive corporate culture.
Simultaneously, streamlining the organizational structure is necessary for more effective and efficient operation. According to the plan, the two-tiered local government system will officially come into operation from July 1, 2025. VNPT Group, with its organizational model similar to that of the local government, needs to proactively view these groundbreaking changes as an opportunity to urgently build an operational model that ensures efficiency, effectiveness, overall coherence, synchronization, and interconnectedness. At the same time, it should make significant contributions to the operation of the two-tiered local government system.
In particular, Deputy Prime Minister Nguyen Hoa Binh noted the need for further breakthroughs in enterprise development. The corporation needs to closely adhere to the resolutions and policies of the Central Party Committee, the National Assembly, and the directives of the Party Committee, the Government, and the Prime Minister, to conduct a comprehensive review and assessment of the goals, tasks, and solutions outlined in the development plan for the 2025-2030 term. This aims to identify even more breakthrough goals and accelerate enterprise development; making a significant and practical contribution to the successful achievement of the country's growth target of over 8% in 2025, as well as double-digit growth in the coming years, towards achieving the goals of the 100th anniversary of the Party's founding in 2030 and the 100th anniversary of the nation's founding in 2045, as defined by the Party.
Accordingly, VNPT needs solutions to unlock resources, promote research and master science and technology; use innovation to create breakthrough development momentum and participate deeply and effectively in the national digital transformation; and take the lead in implementing Resolution No. 57-NQ/TW of the Politburo on breakthrough development of science, technology, innovation and national digital transformation. The Group needs to closely adhere to the content of the Resolution, participate effectively, and recognize this as both a political task and an opportunity for VNPT to affirm its role and position in the era of national progress.
Over the past period, together with the Government and various ministries and agencies, VNPT Group has participated extensively and effectively in the national digital transformation. VNPT has contributed to the successful development of national digital platforms such as: the National Public Service Portal; the National Reporting Information System; the National Population Database System… as a foundation for building a digital government, digital economy, and digital society. The Party and Government acknowledge VNPT's contributions, but VNPT also needs to develop more boldly and rapidly to create breakthroughs.
VNPT has been a pioneer in applying Industry 4.0 and AI technologies. In the coming period, VNPT must master these technologies, creating even more advanced future generations of technology. It must build 100% "Make in Vietnam" open AI platforms to achieve rapid, sustainable, self-reliant development and competitiveness with the world. To achieve this, systematic, roadmap-driven, and in-depth investment in science and technology, especially AI, is essential.
VNPT must ensure national sovereignty in cyberspace by focusing on cybersecurity, data security, and information safety. National technology corporations like VNPT must act as a safety shield for national databases. VNPT's contribution to protecting national data security is a contribution to protecting the Fatherland.
VNPT must aim to achieve regional and international standards, and be capable of exporting Vietnamese artificial intelligence technology and products to the international market.
Furthermore, in the coming term, VNPT needs to continue to strongly affirm its role and mission, especially in digital transformation, promoting the development of science and technology to create iconic products, initiatives, and projects of the term. It should effectively cooperate with and support the Ministry of Public Security in implementing Project 06, making practical contributions to promoting administrative reform and providing many convenient public administrative products and services for the people.
At the Congress, Deputy Prime Minister Nguyen Hoa Binh urged delegates to promote democracy, focus their intellect on discussing, analyzing, and contributing opinions to the documents of the 14th National Congress of the Party and the 1st Congress of the Party Committee of the Government, term 2025-2030, so that the draft documents of the Party have a vision for development, high actionability, and contribute to deciding important issues of the country, especially in the field of information technology.
Furthermore, the Congress needs to uphold the spirit of responsibility, democracy, impartiality, and objectivity in electing the Party Committee of the Group for the 2025-2030 term, selecting individuals who are exemplary in intellect, capacity, and character, capable of uniting and mobilizing the strength of the Party Committee, and successfully fulfilling assigned tasks; and to consider and select worthy and qualified comrades who represent the will, aspirations, and intellect of the Group's Party Committee to be elected as delegates to attend and contribute to the important contents of the First Party Congress of the Government.
Emphasizing that the Congress of the Party Committee of VNPT Group - a Congress of "Unity - Democracy - Discipline - Breakthrough - Development" - aims to build VNPT into a leading technology group, playing a pioneering and leading role in the national digital transformation, and with the tradition and important achievements of the Group's Party Committee built over the past 80 years, Deputy Prime Minister Nguyen Hoa Binh expressed confidence that the Group will successfully complete the tasks of the Congress, lead the building of VNPT into an increasingly strong entity, create strong transformations, and make positive contributions to the country's economic development.
