Attending the event were Deputy Minister of Culture, Sports and Tourism Ta Quang Dong; Vice Chairwoman of Ho Chi Minh City People's Committee Tran Thi Dieu Thuy; Director of the Cinema Department Dang Tran Cuong; representatives of departments, branches and localities; many domestic and international film producers and film experts.
This is the first time a locality in Vietnam has proactively developed a specialized handbook for international film crews. The document provides a complete information system on the background, services, infrastructure, support procedures, communication mechanisms and resources for film production in Ho Chi Minh City. The handbook is built according to international standards, with advice from film experts and support from the French Embassy in Vietnam.

Speaking at the event, Vice Chairwoman of Ho Chi Minh City People's Committee Tran Thi Dieu Thuy affirmed that the launch of the handbook is an important step, demonstrating the city's commitment after being honored by UNESCO as a "Global Creative City of Cinema". Ho Chi Minh City aims to build an ecosystem to support professional film production, creating favorable conditions for film crews to work effectively in Vietnam; thereby gradually developing into a dynamic film production center of the region.

Mr. Paul Abela, Audiovisual Attaché, French Embassy in Vietnam, emphasized that the handbook will contribute to transparency in the process, shortening procedures for international film crews; at the same time promoting the development of technical services, post-production, animation and film tourism . The increase in film projects will open up more job, training and international cooperation opportunities for young Vietnamese professionals.
Within the framework of the program, there were two working sessions. The presentations were by many experts, directors and local representatives.

Experiences from successful projects and journey stories of film crews are valuable practical conclusions, which are the basis for building appropriate incentive mechanisms and support policies.

The Deputy Minister hoped that the workshop would contribute to promoting investment and developing infrastructure for popularizing high-quality films in the locality; effectively implementing the goals in the cultural industry development strategy to 2030, with a vision to 2045, including the task of increasing the attraction of international film crews, exploiting cultural - historical - natural values to serve the development of cinema and tourism.
