Joining the field trip with the Working Group of the Social Insurance (SI) Region XVII, we stopped at a roadside tea shop and got to know the owner, Ms. Tran Thi Thanh, born in 1983, residing in Bac Ngam village, Xuan Quang commune, Bao Thang district. Over the tea table, the couple confided in us about their simple daily life.
Listening to Ms. Thanh's confession, we know that she had never thought about participating in voluntary social insurance because she had many concerns. However, after being directly consulted and thoroughly explained about the policy by the working group, she understood more clearly about the long-term benefits that voluntary social insurance brings, so she decided to register to participate. Ms. Thanh's story is a testament to the effectiveness of social security policy propaganda at the grassroots level.

Ms. Thanh said that for many years, her family of 5 people have participated in health insurance. For her, it is a way to protect health and reduce financial burden in case of illness or disease. And now, with the decision to participate in voluntary social insurance, she hopes to have more peace of mind and stability when she gets old. "Taking care of my health is the first thing, now I have more options to take care of my old age," Ms. Thanh added.
“For the work of propaganda and mobilizing the people, we consider two-way interaction very important. In addition to having a good grasp of expertise and policies, cadres need to be close to the people, so I often meet and interact to build trust. In particular, propaganda about voluntary social insurance must be carried out long-term, continuously and regularly. Thanks to this approach, the policy has been better understood by the people and they have increasingly responded positively,” said Mr. Le Hoang Anh, a cultural and social officer of Xuan Quang commune.

Like Ms. Thanh, Mr. Nguyen Van Quyet (born in 1984), currently living in Bac Ngam village, Xuan Quang commune, shared that, with the desire to reduce the financial burden when unfortunately sick or ill, every year, he proactively buys health insurance for the whole family.
Recently, Mr. Quyet was visited by staff to propagate and popularize the voluntary social insurance policy. Initially, due to difficult economic conditions, he could not participate. However, after listening carefully to the working group's advice on the long-term benefits and humane meaning of this policy, he decided to arrange and save a small amount of money each month to participate in voluntary social insurance - as a way to invest in the future, protect himself and his family when he gets old.
Talking to us, Ms. Vu Thi Hien, Secretary of the Party Cell of Bac Ngam village, Xuan Quang commune, said: Social insurance and health insurance propaganda work is always integrated into village meetings and Party cell activities to raise awareness among the people. According to Ms. Yen, in order to propagate effectively, cadres must stick close to the people, create prestige so that people will trust and respond. By the end of 2024, the health insurance coverage rate in Bac Ngam village had reached over 94%. To achieve that result, we also regularly use examples of people who have participated in social insurance and health insurance as evidence, accompanying cadres to propagate. Just like that, step by step, mobilizing, clearly stating long-term rights and benefits, people gradually understand and voluntarily participate. Thanks to that, the village has successfully completed the assigned target" - Ms. Hien shared.

“As a lowland commune of Bao Thang district, with more than 12,000 people from 10 ethnic groups living together, Xuan Quang faces many difficulties in propaganda work due to its large terrain and scattered population. However, thanks to the attention and direction of superiors and close coordination with the inter-district Social Insurance, the implementation of social insurance and health insurance policies in the area has achieved many positive results. Up to now, the commune has 385 people participating in voluntary social insurance (reaching 4.92% of the working-age workforce), the health insurance coverage rate is 94.2%” - Comrade San Sin Sinh, Vice Chairman of the People's Committee of Xuan Quang commune informed the working delegation.
As of May 15, 2025, in Bao Thang and Muong Khuong districts, there were 106,020 people participating in health insurance, the health insurance coverage rate was estimated at 93.3%; 2,711 people participated in voluntary social insurance. The whole district has updated and supplemented citizen identification verification for social insurance and health insurance participants for 103,299/103,304 people, reaching 99.99%.
Working in Bao Thang, the leader of the Social Insurance of Region XVII noted that the Bao Thang - Muong Khuong Inter-District Social Insurance needs to promote propaganda work in small groups, directly to each household, and at the same time effectively utilize village and residential group meetings to disseminate policies. In the context that some non-professional officials at the commune level plan to register to retire when they are not eligible for retirement according to Decree No. 177/2024/ND-CP and Decree No. 178/2024/ND-CP, they are in the group that can participate in voluntary social insurance and family health insurance, so organizing propaganda on the Law on Social Insurance (amended) in May and June 2025 is very necessary. The Inter-District Social Insurance also needs to proactively coordinate with relevant units to organize conferences to widely disseminate social security policies, while encouraging officials and people to actively participate in voluntary social insurance, ensuring long-term benefits.
