Hai Phong leaders pledge to resolve a series of shortcomings in education

(Dan Tri) - Hai Phong City Party Secretary Le Tien Chau emphasized that the responses at the November 19 education conference were political commitments, requiring city leaders to focus on organizing implementation.

On November 19, Hai Phong City Party Committee held a dialogue conference with officials, civil servants, public employees and workers in the Education & Training sector to celebrate the 43rd anniversary of Vietnam Teachers' Day. Attending were Secretary of the City Party Committee Le Tien Chau, Chairman of the City People's Council Le Van Hieu, Chairman of the City People's Committee Le Ngoc Chau, along with leaders of departments, branches, localities and many outstanding teachers.

In his opening speech, Chairman of the City People's Committee Le Ngoc Chau congratulated the teachers and emphasized that Hai Phong aims to become the leading education and training center in the country. The city also aims to play a pivotal role in developing high-quality human resources in the Red River Delta and building an international center for training, research, and marine science and technology according to Resolution 71 of the Politburo .

He said the city is implementing many synchronous solutions to achieve this goal. The dialogue conference is an opportunity for leaders to listen to sincere and frank opinions and propose breakthrough solutions to create substantial changes for the education sector in the coming time.

The five most frequently reported problem groups

At the conference, delegates focused their recommendations on five major groups of issues: facilities and investment resources; policies to attract and retain teachers; innovation in curriculum and teaching methods; digital transformation; and school management and safety.

Regarding facilities, many schools reported that legal documents on land are still problematic, such as the issuance of land use right certificates and investment conditions. The spending norms for repairs, boarding, meals and standard schools are not suitable for the price level; tax regulations for services at public service units are still complicated. The establishments requested the city to have a clear incentive mechanism for education investors, adjust financial norms according to reality and provide unified guidance on tax policies.

Regarding human resources, schools lack teachers compared to the quota, so they have to use labor contracts; attraction and treatment policies are not attractive enough. Pressure to standardize qualifications, along with the lack of uniformity in recruitment decentralization, makes many facilities worried. Delegates proposed to supplement the payroll, issue separate policies for human resources in schools and unify the recruitment process throughout the city.

Regarding the issue of education quality, schools reflect the difference in opportunities to enter public high schools between the East and West regions and the pressure of taking the 10th grade exam due to ineffective streaming after junior high school. Vocational education and university are still scattered; there is a lack of cultural, sports and experiential institutions.

The recommendation is that the city needs to have a comprehensive solution for the post-secondary education structure, issue specific policies for vocational and university education, expand the "State - School - Enterprise" linkage and add conditions to ensure the implementation of the 2018 General Education Program.

Regarding digital transformation, STEM/STEAM activities, laboratories and digital infrastructure are still limited; the digital capacity of a number of teachers has not met the requirements. The electronic reporting system is still duplicated, causing time waste. The facilities proposed that the city invest in digital infrastructure, build innovation spaces in schools and deploy a shared database, enter once - use many times.

In the group of state management and school safety, many schools reported inadequacies in network planning, quota allocation, and new requirements for quality control during decentralization. School medical staff is still lacking; the pressure to ensure student security and safety, especially in cyberspace, is increasing. Some old schools have difficulty meeting fire prevention and fighting standards.

During the program, city leaders and departments specifically answered many recommendations, and at the same time presented key directions and solutions to support teachers to work with peace of mind.

Affirming commitment and strategic direction for education

Concluding the conference, Secretary of the City Party Committee Le Tien Chau emphasized that the Standing Committee of the City Party Committee agreed with the answers and requested the city leaders, departments and branches to consider this as a political commitment that must be implemented. The contents beyond the authority will be compiled and reported to the Central Committee for consideration.

The City Party Secretary proposed five strategic tasks for the education sector. First, improve the quality of comprehensive education, focus on mass education and form a system of values ​​for the socialist Hai Phong people, aiming for the HDI target of 0.8.

Second, strongly innovate educational thinking in the spirit of "students are the center - teachers are the driving force - schools are the support - families are the fulcrum - society is the foundation", build an honest and standard education, say no to the disease of achievement.

Third, strive to be the leader in the country in digital transformation, applying artificial intelligence and building Hai Phong into a digital learning city.

Fourth, implement clear decentralization and delegation of powers to improve the effectiveness of educational administration.

Fifth, focus on developing educational human resources, especially teachers, administrators and school staff.

He affirmed that the city will always accompany the education sector, create the best conditions for the career of "growing people", promptly remove difficulties and resolve recommendations from educational institutions.

Over the years, Hai Phong has always prioritized educational development with more than 10 specialized resolutions and many specific projects and policies for comprehensive innovation.

The budget for education has always maintained nearly 20% of total local expenditure, helping the school network expand in a modern direction, with 1,086/1,405 schools meeting standards (77.3%). The quality of mass education remains at the top of the country; key education continues to be a bright spot with 198 national excellent student awards in 2025, ranking 3rd nationwide.

The entire sector currently has 64,300 cadres and teachers, of which 98.6% meet the standards and 33.6% exceed the standards. Digital transformation applications are promoted when 100% of professional records and transcripts are digitally signed; 98% of data is synchronized with the national database. The city also attracted 13 educational projects for the 2020-2025 period with a total capital of more than 1,592 billion VND.
