In the 1990s, when the concept of "distance learning" (DTTX) was still new in Vietnam, the school pioneered the implementation of an open education model, aiming at the philosophy of "bringing knowledge to everyone, lifelong learning".

As the first university in the country to train under the open method and the form of distance learning, the University always puts quality and flexibility first. The programs are designed with output standards equivalent to the regular system, helping learners - especially those who work or live in remote areas and islands - to access university education equally and effectively.
Learners can choose a suitable learning method, flexible with work and residence, study directly - online, helping to save significantly on travel and accommodation costs compared to studying in a centralized manner. Graduates of the DTTX and work-study (VLVH) are awarded a degree equivalent to the regular system, and are eligible to continue studying after university. Tuition fees are lower, but the training quality and learner rights, scholarship policies, etc. are still guaranteed.
The Vocational Training Program contributes to the implementation of the policy of socializing education, expanding learning opportunities to all parts of the country - from the plains to remote areas, border areas and islands - helping learners overcome barriers of space and time to access university knowledge.

In the era of digital transformation, Ho Chi Minh City Open University continues to affirm its pioneering role in strongly applying information technology in training and management. The synchronous and modern training management system, the learning management system (LMS) provides a flexible online learning platform, helping lecturers and students interact easily, organize lectures, tests and discussions anytime, anywhere. The school also invested early in E-learning infrastructure, training lecturers and staff to adapt to the 4.0 education trend, helping learners take the initiative in their learning time and methods.

The school is the first university in Vietnam to receive the "Making a Difference for Students" award from Quality Matters (USA) (2023). According to QS rankings, the school is ranked 126th in Southeast Asia, 721-730 in Asia; The school is also ranked 6th in Vietnam and 1201-1500 in the world by THE (2026).
