From Deputy Director of the Department of Information Security, Secretary of the Minister, Deputy Director of the Department of Organization and Personnel, Chief of the Ministry Office, Chief Inspector of the Ministry, and then Director of the Department of Organization and Personnel. The three recent positions at the head level, all of which are hot and difficult positions, Comrade Phuong has achieved. Having held many positions is not as important as having achievements wherever you have been. This is the position of the rear line to provide a solid support for the front line. A sustainable organization must be strong on both sides. The most important and urgent change in these fields that Mr. Phuong must focus on is adding the word "digital". Digital postal service, Digital inspection, Anti-corruption, Digital negativity, Digital financial investment, Digital office, Digital general staff, etc. This is not just digitalization, but the core is changing the way of operation and management with digital technology , especially AI. If Mr. Phuong can do this, it means he has created a long-term, fundamental foundation for these fields.
