- On July 28, Comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Committee for compensation and site clearance for key provincial projects, inspected the implementation of the Huu Nghi - Chi Lang border gate expressway project.
Also attending were comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee; leaders of departments, branches, project enterprises and leaders of wards and communes where the project passed through.
According to the report of the Provincial Construction Investment Project Management Board, the unit assigned to represent the competent state agency to manage the project, by the end of July 2025, the site clearance work for the entire project had reached 596/618 hectares, equivalent to 96.5% of the designed area (including the additional reclaimed area of more than 38.1 hectares). The remaining land clearance problems mainly occurred in Dong Dang commune, Hoang Van Thu commune, Dong Kinh ward and Ky Lua ward.
Regarding dumping sites, the communes have handed over 35/45 sites along the entire route; regarding the relocation of technical infrastructure on the route, there are still 77 locations of electric poles of all types that have not been relocated and one location related to railway infrastructure.
Regarding construction and installation, contractors have mobilized 2,647 personnel, 1,213 pieces of equipment and organized 141 construction teams to work in 2 continuous shifts. However, since May, heavy rain has affected the construction of the project's excavation and leveling works. Contractors mainly construct embankments, bridges and drainage works on the route. As of the end of July 2025, the estimated construction and installation value is 2,035/6,580 billion VND.
During the inspection, contractors and project enterprises recommended that the province continue to direct relevant units to speed up site clearance for non-contiguous sections, relocate technical infrastructure, and hand over dumping sites to speed up construction and installation of items; state management agencies continue to manage construction material prices, especially stone and sand prices, to ensure supply and not affect project estimates.
At the same time, representatives of competent state agencies requested the People's Committees of communes and wards where the project passes through to urgently speed up the construction progress of resettlement areas and approve official plans to disburse the allocated capital. In addition, communes continue to arrange temporary housing, focus on persuading households who have not yet moved their houses to hand over the land to develop a plan to compensate for the progress.
Speaking at the scene, the Provincial Party Secretary acknowledged that the units and People's Committees of communes and wards had overcome difficulties and organized basic construction plans closely following the progress requirements set by the Prime Minister and the Provincial Steering Committee.
Regarding the tasks in the coming time, he requested: Regarding the work of site clearance, the Provincial Land Fund Development Center and its branches continue to coordinate with communes and wards to specifically review the details of the remaining cases, complete the legal documents for land recovery according to regulations to have a final solution in August 2025.
Regarding construction and installation, he requested the project enterprise and contractors to continue to review the progress of each item and part of the work; from there, rebuild the construction and installation plan, taking advantage of favorable weather conditions to speed up the construction of items to ensure quality according to the design. During the construction process, it is necessary to ensure labor safety, environmental sanitation and focus on coordinating with the communes to effectively implement security and order.
For communes and wards where the project passes through, continue to coordinate with branches under the Provincial Land Fund Development Center to review legal documents for land recovery and temporary housing arrangements to mobilize households that must move their houses to hand over the land. In particular, urgently handle the locations that are not adjacent to each other to support units to promote construction and installation work.
