At the district-level bridge, there are the Standing Committees of the District Party Committee, Town Party Committee, City Party Committee; leaders of the People's Committee, cadres, civil servants working in the field of natural resources and environment, and specialized departments, organizations, and individuals related to districts, towns, and cities.
At the commune-level bridge point, there are the Standing Committee of the Party Committee, the People's Committee, commune-level civil servants related to the field of natural resources and environment , and representatives of village/hamlet/residential group heads of communes, wards and towns.
Live and online conference at all three levels: province, district and commune with about 6,000 delegates attending.
The Land Law has been passed by the National Assembly and comes into effect from August 1, 2024. To date, there have been 10 Decrees of the Government, 01 Decision of the Prime Minister, 07 Circulars of the Ministry and many documents guiding the implementation of the Land Law. After more than 4 months of implementation, with new provisions of the Land Law and documents guiding its implementation, it has initially shown that the new policies are effective, such as the implementation of land users' rights, land recovery, compensation, support, resettlement, land valuation, issuance of Land Use Right Certificates, etc., which have created consensus among the majority of people, the business community and unity among agencies from the central to local levels; contributing to the liberation of land resources for the socio -economic development of the country, provinces and cities.
Speaking at the opening of the Conference, Comrade Nguyen Trong Hai, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee said: Following the Conference on dissemination and propaganda of the 2024 Land Law held in April 2024, today Lao Cai Provincial People's Committee continues to organize a Conference to disseminate documents guiding the implementation of the 2024 Land Law in a direct and online format at 03 levels. In the past time, Lao Cai province has focused on the work of developing documents detailing the implementation of the Land Law under the authority of local authorities; building land foundations in districts, towns and cities to be uploaded to the VBDLIS operating system; carrying out compensation, support and resettlement when the State acquires land; Implement decentralization and innovation in the work of authorizing land recovery for cases under the authority of the Provincial People's Committee... Up to now, Lao Cai has completed 50/59 contents of the Land Law and Decree assigned to localities to ensure progress. The remaining contents are expected to be completed in December 2024.

The implementation of the Land Law and documents guiding the implementation of the Law still faces difficulties. Early adjustment of the effective date of the 2024 Land Law and its implementing documents from August 1, 2024 (5 months shorter than the original) while many contents are quite complicated and take a lot of time to research ; some contents still have different understandings and approaches among departments, branches and localities ; requiring localities to develop and promulgate documents within their authority to ensure they take effect simultaneously with the effective date of the Law and Decree is relatively difficult...
At the Conference , the Vice Chairman of the Provincial People's Committee requested lecturers and experts from the Ministry of Natural Resources and Environment to focus on key issues associated with the implementation responsibilities of all levels and sectors. enterprises, organizations, and communities to exercise their rights and obligations in the field of land ; at the same time, support in answering questions of delegates attending, ensuring the implementation of the Land Law in the province in a unified and synchronous manner. Comrades proposed delegates to attend the Conference seriously and fully understand the specialized content ; proactively discuss and ask questions related to the industry and field to directly consult with lecturers and experts at the Conference or send documents to the Organizing Committee for expert support after the end of the Conference.
Delegates watched lecturers disseminate the basic content of the Decrees guiding the implementation of the 2024 Land Law.
At the Conference, delegates listened to lecturers such as Mr. Le Van Binh, Deputy Director of the Department of Land and experts from the Department of Land Registration and Information Data, Department of Planning and Land Resources Development (Ministry of Natural Resources and Environment) disseminate the basic contents of 04 Decrees guiding the implementation of the 2024 Land Law, including: (1) Decree No. 101/2024/ND-CP dated July 29, 2024 of the Government on basic land survey; registration, issuance of Certificates of land use rights, ownership of assets attached to land and the Land Information System; (2) Decree No. 102/2024/ND-CP dated July 30, 2024 of the Government detailing the implementation of a number of articles of the Land Law; (3) Decree No. 71/2024/ND-CP dated June 27, 2024 of the Government on land prices; (4) Decree No. 88/2024/ND-CP dated July 15, 2024 of the Government regulating compensation, support and resettlement when the State acquires land.

Lecturers and experts from the Ministry of Natural Resources and Environment answered some questions from delegates attending the Conference.
After more than half a day of serious work with a high sense of responsibility, the Conference disseminated to Lao Cai delegates at all 3 levels of province, district and commune the contents of 04 Decrees guiding the implementation of the 2024 Land Law with many important new points on land policies and laws. At the same time, it recorded the contributions with frank and practical discussions on the difficulties and obstacles that need to be resolved and removed when applying the Law./ .
