Establishment of Council for appraisal of Pre-feasibility Study Report of Vinh

The Chairman of the Council is the Minister of Finance . The Vice Chairman of the Council is the Deputy Minister of Finance.

The Council members are leaders of the Ministries of Construction; National Defense; Public Security; Agriculture and Environment; Science and Technology; Industry and Trade; Justice; Foreign Affairs and leaders of the People's Committee of Nghe An province.

The Ministry of Finance is the standing body of the State Appraisal Council.

The Decision clearly states that the responsibilities and powers of the Council, the Chairman of the Council, the Vice Chairman of the Council, the Council members, and the Standing Body of the Council are implemented respectively according to the provisions of Articles 4, 5, 6, 7, and 8 of Decree No. 29/2021/ND-CP.

Members are responsible for providing their opinions on time as requested by the Standing Body of the Council. If they do not respond within the deadline, it is considered that they agree with the content of the consultation of the Standing Body of the Council and are fully responsible for not responding on time. The Council is responsible for completing the Appraisal Report according to regulations, in which it must clearly confirm whether the Project dossier is qualified or not qualified for the Government to submit to the National Assembly for decision on the Project investment policy.

The Council will dissolve itself after the Project is approved for investment policy.

* As planned, the Vinh - Thanh Thuy Expressway Construction Investment Project has its starting point at Km0+000 intersecting with the North - South Expressway in the East, Dien Chau - Bai Vot section, at the Hung Tay intersection in Hung Nguyen commune, Nghe An province; the end point connects to the Thanh Thuy Border Gate Economic Zone in the Thanh Thuy/Nam On border gate pair area (connecting to the planned starting point of the Thanh Thuy Border Gate Economic Zone).

The total length of the Project is about 60 km, passing through 9 communes, including: Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam, Hoa Quan, Son Lam and Kim Bang, Nghe An province.

The completion of the Vinh - Thanh Thuy expressway project will contribute to the formation of the Hanoi - Vientiane expressway, improving transport capacity, traffic speed, and enhancing traffic safety and order. The project also connects markets, promotes regional economic development, creates more space for urban development, industrial parks, services, and tourism, creates resources from land exploitation, contributes to shifting growth models and structures, and contributes to ensuring national defense, security, and poverty reduction.
