
Through inspection, Minister Tran Hong Minh assessed that the current force is completely capable of completing the progress, the remaining problem lies in the method and way of organizing the construction. The Minister requested to concentrate human resources, equipment, and work day and night, making the most of dry weather to speed up the progress, ensuring the goal of clearing the route at the highest level.
The Dong Dang - Tra Linh and Huu Nghi - Chi Lang projects are political tasks assigned by the Party and the State, so it is necessary to mobilize maximum resources and make efforts to complete the construction to open the route on December 19, Minister Tran Hong Minh emphasized and set the task: "For sections with special difficulties or force majeure, the project enterprise needs to compile specific statistics and clearly report to competent authorities for appropriate handling."
Minister Tran Hong Minh also requested that investors and contractors, after completing items and sections of projects across the country, must focus resources to support the two projects in Cao Bang and Lang Son provinces, especially businesses participating in the two key projects, must coordinate closely to ensure timely completion.

At the Dong Dang - Tra Linh Expressway project, Mr. Pham Duy Hieu, Director of the General Contractor's Executive Board, said that before last September, many contractors had added personnel and machinery to speed up construction. However, heavy rains and continuous storms and floods "paralyzed" construction activities. The construction site was cut off, auxiliary works such as public roads were eroded, temporary bridges were washed away many times, causing many contractors to suffer great losses.
Some bridge items such as Km28, Km52, Km69 and Km79, due to the impact of natural disasters as well as difficult terrain, are being zoned as progress critical. Currently, the Project Management Board is implementing a series of solutions to catch up with the progress after the flood, such as: increasing personnel, machinery, increasing construction points, and rebuilding service roads. Up to now, contractors have deployed 276 construction points, with 3,332 personnel and 1,500 equipment, the project's output reached 4,988 billion VND, equivalent to 44% of the contract value.
Regarding site clearance, along the entire Dong Dang - Tra Linh project route, there are still 7 households in both Cao Bang and Lang Son provinces that have not yet relocated to hand over the site for the project. Also in Lang Son province, there is a 110kV electric pole that has not been relocated. In addition, Lang Son province has only paid 60 - 80% of the site compensation value, leading to the situation where people go to the highway to obstruct the contractor's construction work.
The Minister requested relevant units to urgently resolve difficulties in site clearance, especially in areas where some households are still affected. He emphasized the need for appropriate support policies for disadvantaged households, helping to create consensus and avoid complaints. Regarding the section passing through Lang Son province, there are still problems in the payment of site clearance fees. The Minister emphasized that the People's Committee of Lang Son province must resolve the issue completely; if there is any delay, it will consider reporting to the Prime Minister.
Meanwhile, at the Huu Nghi - Chi Lang expressway project, contractors are implementing 143 construction teams, with 2,820 personnel and 1,240 pieces of equipment; output reached VND3,376 billion, approximately 51.3% of the contract value.

Currently, along the Huu Nghi - Chi Lang route, there are still about 38 households that have not been relocated, 4 agricultural land locations have not been handed over, and according to the technical design documents, there are 84 households in Dong Dang commune that have not yet handed over land to the project, and 11 technical infrastructure locations have not been relocated. Some sections of the route do not have dumping locations, causing difficulties for contractors in speeding up the progress of roadbed excavation construction.
According to the schedule, the Huu Nghi - Chi Lang Expressway project is expected to be completed and put into use in September 2026, 3 months shorter than the contract schedule. Therefore, it is necessary to urgently invest in the synchronous construction of rest stops.
Minister Tran Hong Minh directed the People's Committee of Lang Son province to coordinate with the project enterprise to unify the policy, speed up legal procedures, make a record of temporary handover of the site so that the contractor can carry out the construction of the rest stop, keeping up with the project's route opening progress.
Up to now, there is only more than 1 month left before the 3,000 km mark of the expressway from Cao Bang to Ca Mau as directed by the Prime Minister. Investors and contractors of the two expressway projects Huu Nghi - Chi Lang and Dong Dang - Tra Linh are rushing to complete the critical path items. All options have been calculated and selected scientifically and methodically to bring the two projects to the finish line on time, ensuring labor safety and construction quality.
