Take agriculture as the foundation for development

On the basis of the previous results of new rural construction, in the 2025 - 2030 term, the Resolution of the 1st Xuan Loc Commune Party Congress oriented to build a modern and comprehensive new rural area in all aspects, focusing on promoting the transfer of science and technology in production to form many specialized production areas.

Many solutions create breakthroughs in infrastructure development

Before the merger, since 2014, Xuan Loc district was recognized by the Prime Minister as one of the first two district-level units in the country to meet the NTM standards. In 2019, the district was selected by the Central Government as one of four districts in the country to build a model NTM in the direction of "developing sustainable agricultural commodity production". In April 2024, Xuan Loc was recognized by the Prime Minister as a district meeting the advanced NTM standards in 2023.

In 2025, Xuan Loc commune was established on the basis of merging 5 communes and towns: Xuan Truong, Xuan Tho, Suoi Cat, Xuan Hiep and Gia Ray town. According to the previous stage standards, the above 4 communes all achieved model new rural areas (NTM) in the direction of sustainable agricultural commodity development. Gia Ray town has achieved civilized urban standards and is building a type IV urban area. On the basis of such advantages, in the 2025 - 2030 term, the Resolution of the 1st Xuan Loc Commune Party Congress oriented to build a modern, comprehensive NTM in all aspects.

According to the report of the People's Committee of Xuan Loc commune, in the period of 2020 - 2025, the commune has focused on investing in building socio -economic infrastructure. Notably, 41 traffic works have been invested in the commune with a total capital of about 258 billion VND. Thanks to that, 100% of the roads managed by the commune have been asphalted and concreted; 100% of households have access to electricity; more than 91.3% of households have access to clean water... In the period of 2020 - 2025, the agricultural production value in the commune reached more than 2.1 trillion VND with an average increase of more than 3.2% per year.

The rural appearance is increasingly spacious and modern. The roads leading to hamlets and villages are all paved or concreted, clean and beautiful, convenient for people in their daily life and production. In particular, the bright, green, clean and beautiful model roads that are constantly being replicated as they are today are the result of the joint contributions of the people in the hamlets.

In order to achieve the goal of sustainable agricultural development, Xuan Loc commune encourages the expansion of linkage chains with many support policies such as partial support for production materials, support for access to science and technology in production; in particular, products participating in the linkage chain are purchased by cooperatives and enterprises at better prices than the market.

Party Secretary and Chairwoman of Xuan Loc Commune People's Council Nguyen Thi Cat Tien emphasized that the commune's orientation in the coming period is to build a modern new rural area with the hope of having faster and more comprehensive steps in infrastructure and agricultural development. In particular, the locality will focus on promoting the transfer of science and technology in production to form many specialized production areas. The commune's goal is to have higher income per hectare of cultivated land, along with building OCOP products (One Commune One Product Program) to create a brand for local agricultural products.

Another important goal is that the commune will propose and advise the Provincial People's Committee on many solutions to create breakthroughs in infrastructure development and traffic connections to attract large corporations and enterprises to invest in the commune, in order to promote faster economic growth, achieving the double-digit target as directed by the province and the Central Government.

Developing large-scale, sustainable agricultural production

When merged, Xuan Loc included communes that all achieved model NTM in the direction of sustainable agricultural commodity development. The local goal is to develop agricultural production on a large, sustainable scale, forming many concentrated production areas with key crops valued from 4 to 500 million VND/ha/year. In particular, some models of growing durian, melon, and dragon fruit reached from 800 million to 1.2 billion VND/ha/year. The average production value reached over 200 million VND/ha/year. Particularly for key crops, it was over 300 million VND/ha.

Xuan Loc will continue to focus on developing high-tech agriculture, organic agriculture associated with eco-tourism and spiritual tourism. Accordingly, models of high-tech agricultural production, organic agriculture, production according to safe chains, etc. are constantly being replicated in the commune.

Xuan Truong Mango Agricultural Service Trading Cooperative is the investor of the large-scale field project for production and consumption of Hoa Loc mango specialties, with an area of ​​about 34 hectares. This is a long-term specialized area, with experienced farmers, so most of the cooperative members mainly grow off-season mangoes to supply the Lunar New Year market to sell products at high prices. The cooperative members also quickly applied safe growing processes that meet VietGAP standards and are continuing to convert to organic products, so Xuan Truong mangoes have good quality and are well-known in the market.

Mr. Nguyen Van Dung, Director of Xuan Truong Mango Agricultural Service Trading Cooperative, said that Hoa Loc Cat mango is a difficult variety to grow and care for. However, the members of the cooperative are all good farmers, so this specialized area always achieves high productivity with delicious fruit quality. The members are also increasingly aware of joining hands to build the Xuan Truong clean mango brand with prestige and quality. This is the secret that helps many local mango growers earn hundreds of millions of VND/hectare each year.

Meanwhile, Suoi Cat Cocoa Agricultural Service Cooperative has chosen to develop clean cocoa fields associated with processing and eco-tourism. Up to now, the cooperative's cocoa production chain has attracted more than 100 households to participate, expanding the cocoa growing area to more than 100 hectares. According to Cooperative Director Truong Van My, from 2024 to now, the price of fresh cocoa has continuously increased, bringing good profits to farmers. In addition, the Cooperative has also invested in deep processing of many products such as cocoa powder, chocolate, cocoa butter, cocoa wine... associated with the experiential tourism model.
