Legal aid skills for vulnerable people in the field of criminal and criminal proceedings

(Chinhphu.vn) - Recently, in Ninh Binh province, the Department of Dissemination, Legal Education and Legal Aid (Ministry of Justice) organized a training conference on legal aid skills for the poor and vulnerable in the field of criminal law and criminal proceedings.

The conference was attended by delegates who were legal aid officers, legal experts, legal aid trainees, lawyers who signed contracts to provide legal aid, and lawyers of law practice organizations registered to participate in legal aid from the following provinces and cities: Ninh Binh, Quang Tri, Phu Tho, Thanh Hoa, Tuyen Quang, Cao Bang, Bac Ninh , Lai Chau and Ha Tinh.

The purpose of the training conference is to foster in-depth knowledge and practical skills for legal aid providers, improve the quality of legal aid cases in the criminal field, and contribute to ensuring human rights, civil rights and fairness in access to justice.

At the training session, Dr. Lawyer Nguyen Van Diep - Hanoi Bar Association (former Deputy Director of the Court Academy) analyzed in depth the professional skills that legal aid providers need to master, including: Communication skills, approaching and working with people receiving legal aid; skills in researching files, collecting evidence; skills in coordinating with agencies conducting proceedings; skills in writing defense and protection arguments; skills in participating in litigation at court, and at the same time analyzed the role, goals and value of legal aid in ensuring the right to access justice, implementing human rights, helping agencies conducting proceedings to resolve cases objectively, legally and humanely.

In addition, the reporter also pointed out difficulties in the process of implementing legal aid such as: Limited access to documents, slow notification of legal aid rights, short prosecution time limit, language barriers for vulnerable groups, etc.

To overcome these limitations, the reporter proposed a number of specific solutions such as: Amending the Criminal Procedure Code to ensure the right to access and copy records right from the time of prosecution; adding sanctions for late notification of the right to legal aid; enhancing training in litigation skills, moot court simulation; organizing courses on psychological and social skills when working with vulnerable groups and promoting the application of digital technology in management, supervision, and assessment of professional skills...

Through the training session, delegates were not only equipped with additional knowledge and professional skills but also had the opportunity to exchange and share experiences, and resolve difficulties and problems in the process of performing their tasks.

The Training Session not only contributed to improving the quality of legal aid cases, but also affirmed the profound humanistic significance of the legal aid policy - a policy that clearly demonstrates the spirit of "leaving no one behind" in the journey to ensure fairness, equality and access to justice for all people.
