(Chinhphu.vn) - The Government issued Resolution No. 349/NQ-CP dated October 27, 2025 on the Government's Action Program to implement Conclusion No. 166-KL/TW dated June 10, 2025 of the Politburo on improving the effectiveness of implementing Resolution No. 25-NQ/TW dated July 25, 2008 of the 10th Party Central Committee on "Strengthening the Party's leadership over youth work in the period of accelerating industrialization and modernization" in the new situation.

Create favorable conditions for young people to develop comprehensively in morality, intelligence, physical fitness and aesthetics.

The objective of the Action Program is to thoroughly grasp the guidelines and requirements of the Politburo in Conclusion No. 166-KL/TW dated June 10, 2025 of the Politburo on improving the effectiveness of implementing Resolution No. 25-NQ/TW dated July 25, 2008 of the 10th Party Central Committee on "Strengthening the Party's leadership over youth work in the period of accelerating industrialization and modernization" in the new situation (Conclusion No. 166-KL/TW).

Raising awareness and promoting the responsibility of the political system and the whole society for the strategic position and role of youth in the cause of building and defending the socialist Fatherland of Vietnam. Creating strong and synchronous changes in leadership, direction and organization of the implementation of the Party's guidelines and policies and the State's laws on youth, in order to ensure that youth are cared for and comprehensively developed in terms of physical strength, intelligence, spirit, morality, lifestyle and working capacity; at the same time, maximizing the potential, creativity and pioneering, core and vanguard role of youth in all areas of social life, bringing the country firmly into a new era - an era of striving to develop richly, prosperously, civilized and happy.

Identify specific tasks for ministries, branches and localities to develop action plans, organize implementation, inspection, supervision and concretization of policies, contents and tasks in Conclusion No. 166-KL/TW to ensure close coordination, unity, effectiveness and completion on schedule. Synchronously build a system of mechanisms and policies to create an environment and favorable conditions for young people to develop comprehensively in morality - intelligence - physical fitness - aesthetics; improve access to policies; have breakthrough policies on learning, career orientation, employment, housing, cultural and sports institutions. Build specific and appropriate mechanisms and policies to arouse the will and aspiration to contribute; promote the pioneering and vanguard role of young people in learning, working, production, especially actively participating in the fourth industrial revolution, national digital transformation, science and technology development, innovation, start-ups and career establishment; Promote the role of intellectual youth in state administrative agencies to directly participate in the planning and policy making process, contributing to realizing the aspiration of building a strong and prosperous country.

Key tasks

In order to achieve the requirements set out in Conclusion No. 166-KL/TW, the Government requests that, in addition to regular tasks, ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities specify and organize the implementation of the following tasks:

Build mechanisms and policies to arouse the will and aspirations, promote the pioneering, core and proactive role of young people in studying, working and producing; improve the quality of education, training and fostering to comprehensively develop young people, especially high-quality young human resources:

Improve the ability and opportunities to access and benefit from policies on learning, training, improving professional qualifications and vocational skills so that Vietnamese youth can reach the same level as youth in developed countries, especially prioritizing disadvantaged groups, people with disabilities, people in difficult circumstances, youth living in ethnic minority and mountainous areas, remote areas, areas with difficult or especially difficult socio-economic conditions, border areas, islands; diversify training types; strengthen education on soft skills, foreign languages, science, technology and digital transformation, and skills to adapt to the labor market.

Research and propose mechanisms and policies to strongly develop high-quality young human resources, especially in new fields such as: Information technology, artificial intelligence, digital transformation, aerospace, nuclear energy...

Strengthening education on revolutionary ideals, political qualities, ethics, lifestyle and law for youth:

Strengthening education on revolutionary ideals, political qualities, ethics, and lifestyle of youth according to Marxism-Leninism and Ho Chi Minh Thought; strengthening the dissemination and education of law to raise awareness of learning and complying with the law among youth.

Strengthen propaganda work to help young people understand and actively fight against the "peaceful evolution" plot of hostile forces; raise awareness and responsibility of young people towards society and the community...

Care for, protect health and build a healthy cultural and social environment, supporting youth to develop comprehensively:

Conduct regular medical examinations and treatment for young people, protect, care for, and improve their overall health (physical, mental, disease prevention); review and invest in perfecting the system of cultural and sports institutions to contribute to creating playgrounds for young people; issue mechanisms to encourage cultural, literary and artistic, publishing and press agencies to create and disseminate meaningful and valuable works and projects to educate the younger generation.

Improve the effectiveness of the fight against and reduce the crime rate among young people; promote the role of young people in participating in drug prevention and control, ensuring traffic order and safety, protecting the environment and responding to climate change among young people; have solutions to protect young people from the negative impacts of social networks, help young people identify false information and wrong views...

Facilitate employment, livelihoods and improve working and living conditions for youth:

Develop mechanisms, policies and implement career guidance and job orientation in accordance with the labor market as well as guide the implementation of programs and projects to support youth in vocational training and job creation; promote vocational education for youth; encourage and support youth to work abroad for a limited period.

Continue to support young people in borrowing preferential loans from capital sources to solve employment, start-up and establish businesses; promote the implementation of policies to support economic sectors in investing, developing production and business, creating new jobs, increasing income for young people and policies to support start-ups for young people.

Continue to implement policies to facilitate and support accommodation, give priority to young people in preferential credit loans to buy social housing; build mechanisms and preferential policies to attract young people with professional qualifications, high skills and young volunteers to work, labor and produce in economic-defense zones, ethnic minority and mountainous areas, areas with difficult and especially difficult socio-economic conditions, border areas, islands...

Discover, train, foster and effectively use young talents in personnel work:

Develop a policy to arrange young, capable cadres to undertake important, appropriate tasks in the political system; create a breakthrough in arranging and using young cadres to gradually increase the proportion of young leaders and managers in all sectors and levels; develop and promulgate specific standards and conditions to select, train and appoint young, capable cadres to leadership and management positions in sectors and levels...

Promoting the development of science and technology, innovation, start-ups, entrepreneurship, national digital transformation and participation in the fourth industrial revolution among young people:

Research and support young people to participate extensively in science and technology development activities, innovation, startups, national digital transformation and participate in the fourth industrial revolution.

Research and build a venture capital fund to support the implementation of projects in the fields of science and technology, innovation, and digital transformation, with priority given to projects proposed by young people.

Deploy "incubator" models to discover, select and have solutions to support the development and realization of youth ideas and initiatives in science and technology, innovation, start-ups, entrepreneurship and digital transformation.

Raising awareness and promoting the pioneering, core and vanguard role of youth:

Strengthening propaganda work, raising awareness of all levels, sectors, localities and the whole society about the role of youth as an important resource, a pioneering team, core force, and shock force in studying, working, producing, participating in the fourth industrial revolution, national digital transformation, starting a business, establishing a career, and innovating.

Encourage young people to promote the spirit of "5 proactiveness": Be proactive in studying and researching; Be proactive in contributing ideas, participating in perfecting institutions, improving the investment and business environment; Be proactive in smart governance and optimizing work efficiency; Be proactive in starting a business, innovating, and digital transformation; Be proactive in international exchange and integration.

Promote youth to implement "Three Pioneers": Pioneer in innovative thinking and strategic vision; Pioneer in developing science and technology, innovation and national digital transformation; Pioneer in nationalizing human civilization in the country and internationalizing advanced culture, imbued with the identity of the Vietnamese people to the world.

Strengthening state management of youth:

Continue to raise awareness of the role and mission of youth, enhance responsibility towards youth and youth work; clearly understand the thoughts, needs and expectations of youth; continue to perfect the organization of the state management apparatus for youth after rearranging administrative units according to the two-level local government model.

Continue to perfect the state management institution on youth work to meet the requirements of the period of accelerated industrialization and modernization; review, amend and supplement relevant laws and legal policies to care for, support, facilitate and promote comprehensive development of youth in the process of implementing the two-level local government model...
